- This is a pre-solicitation notice published in accordance with FAR 5.203 announcing that a solicitation will be published in the Federal Business Opportunity (FedBizOpps) not earlier than 15 days from the date of this announcement to provide Application Support Center (ASC) Operations and Facilities Services for the U.S. Citizenship & Immigration Services (USCIS), Enterprise Services Directorate (ESD)/Application Support Division (ASD). USCIS is seeking ASC operational and facilities support in scheduling and capturing biometrics and collection of biographical data from USCIS applicants seeking immigration benefits. Contractor labor is required to support the capture and collection of biometric data for USCIS at 135 ASC locations nationwide and six Ports of Entry to include: personnel management, facilities leasing and maintenance, procurement of consumable supplies, general office equipment and furniture, janitorial services and utilities, government property administration, quality and training programs, and standard operating procedures support. Support also includes Customer Identity Verification (CIV) to include fingerprint capture at Field Offices to verify the individual requesting services is the same individual whose biometrics were captured earlier at the ASCs. This acquisition will be a full and open competition; however, the Request for Proposal (RFP) will require substantial small business participation. Participation in the DHS Mentor/Protégé program is strongly encouraged and will be evaluated. Mentor/Protégé agreements must be approved by DHS prior to proposal submission. The acquisition is expected to result in two single-award Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts by regional area (Northeast/Southeast Region and Western/Central Region), however, the Government reserves the right to award a single contract. The contract(s) will be performance based with a twelve-month base period and four twelve-month option periods. This notice is not a request for proposals and in no way obligates the Government to award any contract(s). All questions concerning this competition must be directed in writing via email to the designated point of contact. No questions or inquiries will be accepted by telephone. The distribution of the resulting solicitation will be accomplished solely through the FedBizOpps website http://www.fbo.gov/. Hard copies of the solicitation documents will not be available, therefore, no written, or telephone requests for the documents will be accepted. The FedBizOpps site provides downloading instructions. All future information about this acquisition, including the solicitation and any amendments, will be distributed solely through the FedBizOpps site. Interested parties are responsible for monitoring this site to assure that they have the most up-to-date information about this acquisition.
