- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Radiated emissions testing, according to MIL-STD 464A/C and MIL-STD 461E/F, involves the accurate and repeatable determination of the radiated electric field strength from a device under test. Accurate electric field measurement requires suitable antennas, preamplifiers, cables, and other accessories to span the mandated frequency range (since these devices are frequency dependent). To provide mobility, that an emissions test might be conducted off-site, these devices must be manageable in size, weight, and portability. Currently, the EMRE facility has the equipment and ability to provide on-site radiated emissions testing in accordance with MIL-STDs 464A/C and 461E/F. However, EMRE does not currently have the equipment to provide mobile, off-site, emissions testing. Such testing requires smaller, more portable equipment (including antennas, preamplifiers, cables, and other accessories). The addition of a mobile antenna kit, two preamplifiers (to cover the desired frequency range from 20 MHz to 40 GHz), and two low-loss cables would allow EMRE to provide mobile radiated emissions testing, as required by SVAD.TECHNICAL REQUIREMENTS: A) Portable antenna kit (1) 1) Log periodic antenna - Frequency range spans 290 MHz - 2 GHz - Gain at least 6 dBi - Antenna factor 14 - 32 dB - Maximum continuous power at least 1 kW - Maximum radiated field at least 200 V/m - Provide 50 ohm impedance - N-type female connection - Provide 2.2:1 max VSWR 2) Biconical antenna - Frequency range spans 20 MHz - 330 MHz - Antenna factor 8.5 to 21.5 dB - Gain ranges from -22 to 2.8 dBi - Maximum continuous power at least 1 W - Maximum radiated field at least 2 V/m - Provide 50 ohm impedance - N-type female connection - Provide 2:1 max VSWR 3) Active monopole antenna - Battery operated with charging device included - Frequency range spans 9 kHz - 60 MHz - Antenna factor 0 dB - Provide 50 ohm impedance - BNC-type female connection 4) Passive loop antenna - Frequency range spans 20 Hz - 2 MHz - Electrostatic shielding of conductor - Maintains at least 36 turns (conductor loops) - BNC-type female connection 5) Double ridge guide horn antenna - Frequency range spans 700 MHz - 18 GHz - Antenna factor 22 to 44 dB - Gain ranges from 1.4 to 15 dBi - Maximum continuous power at least 300 W - Maximum radiated field at least 200 V/m - Provide 50 ohm impedance - N-type female connection - Provide 3.5:1 max VSWR 6) Double ridge guide horn antenna - Frequency range spans 18 GHz - 40 GHz - Antenna factor 40.3 to 41.1 dB - Gain ranges from 15 to 21.2 dBi - Maximum continuous power at least 10 W - Maximum radiated field at least 150 V/m - Provide 50 ohm impedance - WRD-180C24 to 2.9 mm female connection - Provide 1.5:1 max VSWR 7) Broadband current probe - Frequency range spans 20 Hz - 1 MHz - Provides transfer impedance -56 to -30 dB-ohms - Maximum continuous current at least 100 A - BNC-type female connection 8) Broadband current probe - Frequency range spans 20 kHz - 100 MHz - Provides transfer impedance -12 to 1 dB-ohms - Maximum continuous current at least 350 A - BNC-type female connection 9) 3 Meter low loss cable - Provides low loss up to 18 GHz - 50 ohm impedance - N-type connectors 10) 1.5 Meter low loss cable - Provides low loss up to 40 GHz - 50 ohm impedance - 2.9 mm connectors 11) N-type female to BNC-type male adapter 12) N-type female to SMA-type male adapter 13) Wood tripod - Capable of mounting aforementioned antennas - Standard 1/4-20 mounting threads 14) Azimuth and elevation head - Nylon construction - Standard 1/4-20 mounting threads 15) Tripod carrying case - Capable of containing aforementioned tripod 16) Transit storage case - Capable of transporting previously mentioned devices (except the tripod) B) Preamplifier (1) - Frequency range spans 20 MHz - 18 GHz - Gain at least 38 dB - Gain variation no more than 2.75 dB - Noise figure better than 2.5 dB - Provide 50 ohm impedance - N-type female connection - Provide VSWR less than 1.7:1 - Includes 15 volt DC power source C) Preamplifier (1) - Frequency range spans 18 GHz - 40 GHz - Gain at least 15 dB - Gain variation no more than 3.5 dB - Noise figure better than 4.5 dB - Provide 50 ohm impedance - 2.9 mm female connection - Provide VSWR less than 1.7:1 - Includes 15 volt DC power source D) 0.5 meter low loss cable (1) - N-type connection - Provides low losses up to 18 GHz - Maximum power capacity 450 W E) 0.5 meter low loss cable (1) - 2.9 mm connection - Provides low losses up to 40 GHz - Maximum power capacity 105 W Proposals shall include terms of the expressed warranty, price, discount terms, and acknowledgement of all solicitation amendments. Quotes must indicate quantity, unit price, shipping, and total amount. Offerors that fail to furnish the required information, or reject the terms and conditions of the solicitation may be excluded from consideration. A technical evaluation will be done on all product submissions using the lowest price technically acceptable (LPTA) IAW FAR 15.101-2(a). You are responsible for submitting sufficient technical information for evaluation to be conducted on your proposal. The government can base their evaluation on the information as submitted without requesting additional technical information, but reserves the right to request additional information if required. Award will be made on a lowest price technically acceptable basis.
