- General Services Administration (GSA), Public Buildings Service, Greater Southwest Region, intends to solicit proposals for Full Maintenance Services at various border stations in the following primary locations: McAllen, Pharr, Roma, Donna, and Anzalduas, Texas. Offerors will be expected to provide all management, supervision, labor, materials, equipment, and supplies necessary to perform Operations and Maintenance, Custodial Services, and Grounds Maintenance. The facilities covered by this solicitation encompasses 344,656 aggregate square feet in approximately 58 buildings (buildings range in size from 29 square feet to 64,149 square feet). In accordance with FAR 52.219-27, this procurement is a TOTAL SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE. At the time that a SDVOSB submits its offer, it must represent to the Contracting officer that it is a SDVOSB and a small business concern under the North American Industry Classification System (NAICS) 561210 with the small business size of $35.5M. A joint venture may be a SDVOSB if at least one member of the joint venture is a SDVOSB, and; (1) Each other concern is small under the size standard corresponding to the NAICS code assigned to the procurement; (2) The joint venture meets the requirements of paragraph 7 of the explanation of Affiliates in FAR 19.101; (3) the joint venture meets the requirements of 13 CFR 125.15(b); and (4) the joint venture is registered in the Central Contractor Registration (CCR) at the time the joint venture submits its offer under this solicitation. The solicitation number will be GS-07P-11-JU-D-0067. The procurement will be awarded using FAR Part 15 procedures. The period of performance is for a base of twelve (12) months with four (4) one-year option periods to begin on or about 11/01/2011. The contract type will be an Indefinite Delivery, Indefinite Quantity type contract with Firm Fixed Price monthly payments for basic services. The solicitation will be issued in electronic format only and will be posted on the Federal Business Opportunities website at https://www.fbo.gov/. No phone or fax requests for a copy of solicitation will be accepted. Potential offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. The solicitation will be available for download on or about 05/06/2011. A site visit/presolicitation ("visit") meeting is scheduled for May 23, 2011 - May 25, 2011. The visit will begin at 1PM local time at the McAllen Border Service Center, 1101 E. Hackberry, Suite 200, McAllen 78501. However, GSA will lead the caravan from location to location as best as possible. Not being cleared does not mean that Firms should not attend, but it will keep attendees from entering certain areas/buildings. No oral statement made by a Government representative during this pre-proposal conference, nor any written record of such oral statements as may be made and furnished to the offeror, will be deemed to have the effect of adding to, modifying, or otherwise varying the issued solicitation. In the event the discussions or questions raised during the pre-proposal conference indicate a need to modify the solicitation, an amendment to the solicitation will be formally issued. Such amendment to the solicitation must be acknowledged in the same manner and under the same conditions as all other written amendments to the solicitation. Proposal submissions will be due on or about 06/10/201. Offerors MUST be registered in the CCR database in order to participate in this procurement. The website for CCR is http://www.ccr.gov.
