Description
Title: Request for Information on Potential Sources for TARDEC Engineering and Technical Service Support Important Note: This notice is strictly a request for information on prospective future sources. It is not a request for proposals or quotations, and it is not to be construed as a commitment on the Government's part to release a solicitation and/or to award a contract. The Office of Small Business Programs at US Army TACOM Life Cycle Management Command is releasing this request for information to identify prospective sources capable of providing engineering and technical support services to the US Army Tank-Automotive Research, Development and Engineering Center (TARDEC) based in Warren, Michigan. Details are as follows. NAICS Code: 541712 FSC Code: AC43 Approximate Level of Effort Hours: 1,000,000 Likely Period of Performance: Five Years Description of Effort: The furnishing of engineering and technical services to assist TARDEC in fulfilling its overriding mission of delivering advanced technology solutions to the US Army's ground vehicle fleet, with special emphasis on unmanned vehicle systems, software engineering lifecycle, and vehicle electronic and architecture support to critical customer efforts in ground vehicle technologies. Execution of these services additionally calls for support to the Army Program Executive Offices (PEOs) for Ground Combat Systems, Integration, and Combat Support and Combat Service Support; to the TARDEC Army and Technology Objective (ATO) and Advanced Technology Demonstrator (ATD) programs; and to successor or related Army and Government organizations in the areas of ground robotics and vehicle electronics at a SECRET level of clearance. It encompasses Post Production Software Support (PPSS), lifecycle software engineering support to the PEOs for the development and acquisition of weapon system platforms, and support of projects within TARDEC that are managed and carried out by TARDEC personnel. Engineering and technical service support to TARDEC entails a systems engineering approach to analyzing, developing and enhancing ongoing TARDEC programs. Specific work areas include Engineering Analyses; System Requirements Definition; System Design; System Fabrication; Software Development; System Integration; System Testing; System Maintenance; Experimentation and Testing; Software Process Engineering; Lifecycle Software Engineering; System Enhancement; Systems Engineering; Program Manager Outreach; and Administrative Support. The performance of work directives under these work areas, which primarily apply to Department of Defense ground vehicles, requires the consideration of cost variables and affordability issues and the conduct of cost/technical trade-off analyses. Support to TARDEC also involves the maintenance and upgrading of TARDEC laboratories and laboratory tools, software applications, and ground vehicle subsystems including electronics, supporting software, and structural and survivability components associated with TARDEC programs. Performance of assignments calls for a mix of on-site and off-site personnel and may take place at both CONUS and OCONUS locations to include contractor facilities, Government facilities, and overseas locations (e.g. Kuwait, Afghanistan and Iraq). SECRET clearances would be required for all contractor personnel. Responses: If you consider your firm capable of providing comprehensive engineering and technical support services to TARDEC, as set forth above, please respond to this sources-sought request with the following information. 1) Company Name, Location, CAGE Code 2) Socioeconomic Status (based on NAICS Code 541712, which has a Small Business ceiling of 500 employees) 3) Past Engineering/Technical Support Contracts: List all prior Government contracts that your company has had over the past three years, but no more than ten in total, for work that's similar in whole or in part to the TARDEC service support as described above; cite contract number, dollar value and POC and give a brief description of what the contract was for. The majority (50% or greater) of experience identified should derive directly from your company rather than from another business concern that your company may have been partnered or teamed with. 4) Capability Statement: Explain, in no more than two pages, your company's capabilities, emphasizing how they correspond to the elements of TARDEC service support as noted above. Also specify in your response the extent that your own firm would be capable of performing the many facets of the effort without reliance on partners or other entities. 5) Subcontracting and Teaming Availability: Would you be interested in subcontracting opportunities under the effort described above? And would you have an interest in teaming with one or more other firms to compete for the effort as a prime contractor candidate?
