- SYNOPSIS This notice replaces all previous notices for Request for Proposal (RFP): FA4890-11-R-0001. Air Combat Command, Acquisition Management Integration Center (AMIC) intends to award one contract as a result of this RFP for the F-15C/E, F-16 and F-22A Aircrew Training (CAT) and Courseware Development (CWD) to include Instrument Refresher Course (IRC) Instruction and Distributed Mission Operations (DMO) training at multiple geographically separated CONUS locations. This is a competitive procurement set-aside 100% for Small Business IAW FAR 19.502-2. The North American Industry Classification System Code (NAICS) for this requirement is 611512 with a corresponding small business size standard of $25.5M. The RFP closing date is 3 June 2011, 4:00 pm, EDT. Past Performance, Volume I is due NLT 7 days prior to the closing date or, 27 May 2011, 4:00 pm, EDT. The Government expects to make award on or about 1 Dec 2011 based on the availability of funds. Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. The contractor shall perform IAW the standards outlined in the Performance Work Statement (PWS) as posted with the final RFP. The contractor shall furnish all personnel, equipment, tools, materials, supervision, and all other items and services required to perform this effort (except as identified in the PWS). Specific tasks are divided into three categories: 1) Academic and training device training; 2) CWD and 3) General tasks. Offerors must be registered in the Online Representations and Certifications Application (ORCA) site found at http://orcabpn.gov/ and the Central Contractor Registration (CCR) under the applicable NAICS code. Interested parties are cautioned to ensure that information listed in ORCA and CCR is current and correct. The Government will use the Internet and email as the primary means of disseminating and exchanging information pertaining to this requirement. Interested parties should review the documents posted and provide any comments via e-mail to the POCs listed below. When submitting comments, offerors should provide their company name, address, point of contact, Cage Code, phone and fax number, email address, and business size. It is the offeror's responsibility to monitor the Internet for any changes to this RFP, if necessary. Hard copies of documents posted on FBO will not be made available. The Air Force will consider and respond to all inputs received. All responsible sources may submit an offer and each offer will be considered.
