- Attachment 1 to Draft RFP Draft RFP The Department of Homeland Security, Transportation Security Administration, Federal Air Marshal Service intends to issue a Request for Proposals (RFP) for a firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract for Critical Incident Response and Training Services. The work required to be performed by the contractor consists of: Developing and Conducting Critical Incident Training (to include but not limited to Stress Management, Peer Support Training, Suicide Prevention, and Field Office Training), Critical Incident Response and Debriefing Services, and an Emergency Call Center. The resulting contract will have an anticipated ceiling of $2.5 million with a minimum guaranteed buy of $120,000. The performance period will be for a five year IDIQ on a firm fixed price basis. It is anticipated that the RFP will be issued as a total Small Business set-aside. The North American Industry Classification System (NAICS) Code is 621330, Offices of Mental Health Practitioners, with a Small business size standard is $5 million. All prospective offerors are required to be registered in the Central Contractor Registration database. Contractors can obtain further information on the Central Contractor Registration database at web site http://www.ccr.gov/ and http://orca.bpn.gov/. The solicitation will only be available for viewing and downloading at http://www.fbo.gov/. No paper copies or CD-ROMs will be issued. The Government anticipates posting the finalized solicitation under RFP Number HSTS07-11-R-00011 on or about 16 June 2011. A draft solicitation is attached and currently available through this FedBizOpps announcement. Industry is encouraged to access the document and submit any comments to the Government point of contact listed below. The Government does not intend to answer any questions related to the content of the draft solicitation. As a result, any input regarding the draft solicitation should be in the format of a comment. Please note: The attached draft solicitation is being provided strictly for comment and planning purposes only. The Government does not intend to award a contract on the basis of this synopsis, draft solicitation, or any responses nor otherwise pay for the preparation of any response. The documents are draft and may substantially change when the RFP is released.
