- The preferred method of contacting the contract specialist is email. This project is being advertised on an unrestricted basis inviting full and open competition. This procurement will use the Single Phase, Best Value Tradeoff, Source Selection Procedures. The general scope of this requirement covers two main tasks “ Preconstruction Services and an option for the construction of a helicopter maintenance hangar approximately 112,000 SF. Federal Acquisition Regulations (FAR) Part 15 and FAR Part 36 source selection procedures will be utilized with the intent to award a firm-fixed price design-bid-build construction contract. The responsible Offeror whose proposal, conforming to the Request for Proposal (RFP), is the most advantageous and offers the best value to the Government, price and other factors considered, will be selected. Price evaluation preference will be given to HUBZone Small Business concerns, in accordance with FAR 52.219-4. Preconstruction services will include, but are not limited to the following Early Contractor Involvement (ECI) or CM@Risk approach tasks: provide design review and constructability comments for the design, cost estimates for all phases of work, budget control/value engineering, scheduling, construction phasing, and risk management. The construction will result in a multi-story, steel framed, three-bay maintenance hangar with concrete foundation, concrete first and second floors, interior partitions, steel roof deck, masonry walls, and a pile foundation. It includes electrical and mechanical utilities, power check pad, engine wash pad, compressed air building, secure communications connections, and aircraft parking apron and roadway. Built-in equipment includes an elevator, backup generators, an HVAC system for the NMCI room and a closed loop wash rack system. Special construction features include sound attenuation for the administration and shop space, an Aqueous Fire Fighting Foam (AFFF) protection system, telephone system, and Intrusion Detection System (IDS) wiring. The North American Industry Classification System (NAICS) code is 236220, and the annual size standard is $33.5 million. The estimated price range is between $25,000,000 and $100,000,000. The Government intends to evaluate proposals and award without discussions. Selection for award will be based on evaluation of the following: Factor 1- Experience of Offeror with New Construction of Aircraft Maintenance Hangars; Factor 2-Experience of Offeror with Early Contractor Involvement (ECI)/CM @Risk delivery approach; Factor 3-Past Performance of Factor 1 and 2 Projects; Factor 4- 4.1 Past Performance on Utilization of Small Business and 4.2 - Small Business Participation; Factor 5 “ Safety; and Factor 6 “ Price. The evaluation will result in a determination of the most highly qualified Offeror. THE SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. The RFP will be posted on the NECO website at www.neco.navy.mil on or about May 16, 2011. No CDs or hard copies will be provided. IT IS THE CONTRATORS ™ RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION. Prospective Offerors MUST register themselves on the website. Plan holders lists will be available only at the NECO website listed above. A Pre-Proposal Conference is scheduled on or about the third or fourth week of May 2011 at 09:00 AM PST.
