Description
The Naval Undersea Warfare Center, Division Keyport intends to issue a Request for Proposal (RFP) for an Indefinite Delivery-Indefinite Quantity (IDIQ) Multiple Award Contracts (MAC) for Development, Engineering, and Technical Services (DETS). Typical work includes, but is not be limited to: Technical Analysis, Studies, and Reports; Emerging Technology Studies; Systems/Software Development and Documentation; Technology Demonstrations, Developmental and Operational Test Support, Fleet Readiness Test Support; System Assembly/Disassembly, Testing, Modification and Installation; Design/Prototype Development; Information Assurance; Field Engineering Support; Test and Evaluation (T & E) Design and Planning Support; Analysis and Reporting Support; Non-Traditional Acquisition Program Transition Support; Non-Traditional Assessment Support; and other related work. The attached DRAFT SOW outlines services that are required on an Indefinite Delivery Indefinite Quantity (ID/IQ) basis. All work that is performed under the contract shall be defined in Task Orders. Task Orders will include: type of task order (Cost plus Fixed Fee); the task description / SOW; the desired labor categories and man-hour estimates; a list of materials (if applicable); the technical data that is associated with the specific task; appropriate milestone/schedule dates; required travel; and a list of deliverables that will result fromthe task. The government anticipates award of up to three (3) individual Multiple Award Contract (MAC) contracts, providing sufficient qualified contractors present offers. This requirement is being solicited as Full and Open Competition. The North American Industry Classification System (NAICS) code for this requirement is 541990 with a small business size standard is $6.5 million. All responsible firms may submit an offer. These anticipated contracts will consist of a Base Award Period of one (1) calendar year, and two (2) one-year option periods. Total contract period, to include options, shall not exceed three (3) calendar years. Task Orders are anticipated to range from $10,000.00 to $2,000,000.00. The total of all individual task orders placed against this contract shall not exceed $2,165,000.00 to any one contractor in a single contract year (period). The selection process will be conducted in accordance with FAR Part 15 source selection procedures. Due to the critical nature of the services to be provided, offers will be evaluated in terms of Management Approach and Resources (Factor 1), Technical Performance Approach (Factor 2), Past Performance (Factor 3), Small Business Subcontracting Plan (Factor 4), and Cost / Price (Factor 5). Factor 1 is significantly more important than Factors 2 through 4, Factors 2 through 4 are of equal importance. When Factors 1 through 4 are combined, they are significantly more important than Factor 5 Cost / Price. It is anticipated that the solicitation will be available on or about 15 May 2011. The solicitation closing date will be 30 days after the issuance of the solicitation package. The actual date and time will be identified in the solicitation. The RFP will be posted on the Navy Electronic Commerce Online (NECO) web link at https://www.neco.navy.mil and will also be available for download at http://www.fedbizopps.gov/. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFP from these websites and to frequently monitor the sites for any amendments to the RFP. A bidders list will not be maintained by this office, no telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of quotes may render vendor offer non-responsive and result in rejection of the same. Interested offerors must be registered in the Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. Offerors will need their DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website.
