Description
The Marine Corps Systems Command (MARCORSYSCOM) intends to issue a competitive solicitation (M67854-11-R-3015) for the procurement of life cycle sustainment for the Marine Corps ™ fleet of Improvised Explosive Device Detector Dog (IDDs). This will be a Total Small Business Set-Aside. The NAICS Code for this procurement will be 561612, which constitutes a Small Business Size Standard of $18.5M in annualized revenue. The solicitation will include a Statement of Work and IDD Performance Specification. The IDD Performance Specification will be an attachment to the solicitation, but will not be publically available. The solicitation will provide instructions on how to obtain the IDD Performance Specification. Organizations that are capable of providing the services and supplies required are encouraged to submit a proposal in response to the solicitation. The requirement includes IDD training, training of Marine handlers, Field Service Representative (FSR) support during overseas operations, and associated materials over a performance period of one year with options for an additional one and one-half years. Life cycle sustainment includes IDD procurement and training, kenneling, basic care, proficiency and sustainment training, physical conditioning, transportation, deployment, and recovery. Throughout the period of performance, to include base and option years, the total number of IDDs anticipated to require sustainment at the contractor ™s facility is approximately 359 IDDs, as well as IDD handler training for up to 647 Marine Corps personnel annually. The Government anticipates entering into a firm-fixed-price contract. The Government ™s release date of the solicitation is projected for May 2011. All terms and conditions will be identified in the solicitation. The solicitation will be available to interested parties through both the Federal Business Opportunities (FBO) and Navy Electronic Commerce Online (NECO) websites (http://www.fbo.gov and http://www.neco.navy.mil, respectively). It is the responsibility of the interested parties to independently watch both of the websites for updates to any and all documents. Potential offerors are responsible for downloading their copy of the solicitation and amendments, if any. A written solicitation and amendments will not be issued. In order to be eligible for award of a Government contract, interested parties must be registered in the Central Contractor Registry (CCR).
