- The US Army Special Operations Command, Fort Bragg, North Carolina has a requirement for purchase and delivery of Patriot 3 Maritime JET BOOTS, Diver Propulsion System (DPS) (Brand Name or Equal). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is H92239-11-T-0033 and is issued as a request for quotation (RFQ). All quotes must reference the RFQ number H92239-11-T-0033. The solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-51. It is the Contractor's responsibility to be familiar with all applicable clauses and provisions. Full text clauses are available at at http://farsite.hill.af.mil. This requirement is 100% set aside for small business. The North American Industry Classification System Code (NAICS) is 339920. Size Standard is 500 employees. REQUIREMENT: Items called for by this request for quotation have been identified in the schedule by a "brand name or equal" description. Such identification is intended to be descriptive but not restrictive and is to indicate the quality and characteristics of products that will be satisfactory. Quotations offering "equal" products will be considered for award if such products are clearly identified and are determined by the Government to fully meet the salient characteristics and requirements listed in the solicitation. The award will be made resulting from this solicitation (RFQ) to the responsive, responsible offeror whose quote conforming to this solicitation is the best value to the Government. The following factors in descending order of importance shall be used to evaluate the offers: (1) Technical Acceptability (2) Delivery (3) Price. Technical Acceptability and delivery when combined have more importance than price. Offeror's failure to submit a detailed specification sheet for or equal comparisons will be non responsive and not considered for award. Quotes shall include: (1) letter signed by an individual authorized to bind the organization, (2) schedule of offered items to include unit, and total price, (3) item specifications with sufficient information to perform technical evaluation of offered products, (4) delivery time after receipt of award, FOB point and delivery costs (if applicable), (5) completed Representations and Certifications (or Online Representations and Certifications (ORCA), and (6) acknowledgement of any amendments that may be issued. Offerors not submitting sufficient information for evaluation may be eliminated from competition.Questions must be submitted in writing no later than 5 May 2011. Questions concerning this acquisition shall be submitted in writing and e-mailed to the contracting officer's address provided. Telephonic questions pertaining to the technical requirement of this solicitation will not be answered. All answers will be provided via an amendment to the solicitation.
