Description
The Naval Air Systems Command (NAVAIR) intends to issue a sole source delivery order under Basic Ordering Agreement (BOA) N00019-10-C-0003 to Rolls-Royce Corporation (RRC), Indianapolis, IN for Engine Surge Margin Testing on the V-22 AE1107C engine. The need for this testing arose due to the austere environment operation requirement leading to a significant number of low power engine removals which have had a negative impact on fleet readiness and life cycle cost of the V-22. A new prototype V-22 Inlet/Scroll modification design change, developed by Bell-Boeing and Rolls Royce, is expected to provide a 30% Time-On-Wing (TOW) improvement, but as a part of the design change validation effort, Naval Air Systems Command (NAVAIR) AIR-4.4.7.1 Performance Engineering has required the low power AE1107C engine surge margin testing to ensure the proper power levels can be reached with the new modification. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements Rolls-Royce is the only contractor with the engineering data and technical skills to properly test the newly developed Inlet/Scroll modification to ensure that the engines will meet the proper performance perameters.
