Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Neany, Inc. 44010 Commerce Avenue Ste. A Hollywood, MD 20636 for the procurement of a total of twenty (including options) aerostat based Persistent Ground Surveillance System (PGSS) Operator Support Personnel CONUS, and a total of forty (including options) PGSS Operator Support Personnel OCONUS for the Naval Air Systems Command 4.5x Special Surveillance Programs (SSP). The contractor shall provide equipment for the PGSS Forward Operating Bases (FOBs) throughout Afghanistan and Iraq. The goal of this effort is to provide the warfighter with field support integration services for PGSS. The contractor shall integrate and test PGSS and Persistent Ground Surveillance Tower (PGST) system modifications, provide training for PGSS instructors and operators, and provide logistic and deployment support to include ancillary equipment. The Government intends to procure the above items under the authority of 10 USC 2304(c)(1), FAR 6.302-1. The Government does not own current data, drawings, or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government. Responses must be received within 15 days of publication of this notice.
