- Combined Synopsis/Solicitation for Weapons Training PR This is a combined synopsis and solicitation for commercial items, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, 120810, is being issued as a Request for Quotation (RFQ). The contractor shall provide all training facilities and training materials, except as specified below, to accomplish this training. STATEMENT OF OBJECTIVES This Statement of Objectives (SOO) provides the Government's key program objectives and contract objectives for this solicitation. The offeror shall use this SOO as the basis for preparing their proposal, including an Integrated Training Plan. The primary objective of this solicitation is to obtain proposals to fulfill training requirements for Basic Weapons and Tactics Training and a follow-on course for Advanced Weapons and Urban Tactics Training. Training should consist of approximately 10 days of classroom and hands-on instruction for 12 Air Force Combat Camera Personnel. The following general training objectives are identified: • Training must be conducted within 20 miles of Lackland Air Force Base, government will NOT provide facilities or training equipment/materials • Target delivery date: on or around May 16, 2011 • Student to instructor ratio approximately 6 : 1 • Instructors should have practical experience, preferably in a military deployed environment • Classroom to hands-on training time ratio approximately 15% classroom and 85% hands-on with both written and practical examinations • Training provided to established level of competency, individualized training record/certificate provided to student • Weapons to be trained are the M4 and the M9 Basic Weapons and Tactics Minimum Training Objectives (Week 1): • Proper use and wear of personnel protective equipment (student provides helmet, training body armor) • Marksmanship principles (M4, M9) • Weapons safety, break-down and build up of weapons • Malfunctions and reloading • Target identification and engagement • Engaging multiple threats • Reloads • Facing Movements • Reactive shooting • Weak hand, off hand shooting • M-9 optics use • Combat mindset, stress insertion • PTSD mitigation Advanced Weapons and Urban Tactics Training Objectives (Week 2): Primary focus on combat tactics, actions on contact, small unit tactics, close quarters battle and techniques used to engage and disengage the enemy. Training should take place in an environment set up to enhance urban warfare tactics. • Reinforcement of marksmanship fundamentals (M4, M9) • Shooter positioning and stances • Small unit tactics • Combat/Tactical reloading techniques • Weapons malfunctions and corrective actions • Engaging multiple threats, multidirectional threats • Shooting through and around barricades • Dynamic assault and shooting on the move • Offhand shooting • Close quarters combat tactics • Night vision technology familiarization/use • Night/adverse shooting • Selective shooting and target discrimination • Slow fire, single tap, double tap and salvo shooting drills • Combat mindset, stress insertion The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-46. This procurement is being issued as 100% Small Business Set-Aside. The associated North American Industry Classification System (NAICS) for this procurement is 611519 and the Standard Size is $7.0 million. The provisions at FAR 52.212-1, Instructions to Offerors-Commercial, apply to this solicitation. Please include Cage Code, DUNS, and Tax Identification Number with this quote. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforms to the solicitation, and provides the best value to the Government. The evaluation process will be based on the lowest price offered.
