- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this procurement is A11PS00279 and this is a Request for Quotation (RFQ). This requirement is a 100% set-aside for Small Business. The anticipated award will be a Firm Fixed Price Contract; the award will be made based on the lowest price. The solicitation shall incorporate provisions and clauses that are in effect through Federal Acquisition Circular FAC 2005-50. The suggested North American Industry Classification System (NAICS) code is 336321. Background The Bureau of Indian Affairs, Office of Justice Services, Operations Division have vehicles that need to be fitted with emergency lighting, audible warning, control console, and other miscellaneous mission specific equipment. The installation is to be in compliance and consistent with equipment manufacturers' instructions for the item, this would include all non-OEM after-market items which are purchased in order to make the vehicle ready for police work. The contractor will install all of the emergency vehicle equipment in a consistent standardized manner. The contractor will insure that every vehicle is identical in the manner that each component included in the upfitting is the same throughout all vehicles, to include the routes in which the wiring is laid throughout the interior of the vehicle. The wiring must include protective sheathing in areas which may subject the wiring to crimping and/or wear that may cause failure to the equipment which it is connected and potentially damage to the vehicle. The standard for our vehicles includes that all connections utilize butt connector, solder and shrink wrap at connection points. Requirements The contractor must adhere to the BIA vehicle upfitting standards for equipment. The BIA equipment that has been established for the unmarked Special Agent Vehicle are as follows for this vehicle build, NO equipment substitutions will be accepted: 2011 Dodge Police Packaged Charger, 5.7 Hemi model GSA Autochoice 17R - SEDAN, REAR WHEEL DRIVE, POLICE USE, 4 DOOR ELUC2S010W UNIVERSAL UNDERCOVER LED INSERT, WHITE: 6 GENERATION 3 LED'SThese lights are to be used as inserts in the four corners of the police vehicle to enhance the visibility while responding. This particular light is weatherproof and comes standard with three interchangeable lenses to enhance the light output. The area on the vehicle where the light is mounted will dictate which lens will be utilized to ensure the greatest light reflection for greater visibility. It has an in-line flasher with 30 patterns and the ability to synchronize with other flasher units. TOMAR RECT-14LS HIGH POWER GRILL LIGHT AND 200S-BR-2 HIGH POWER LOW PROFILE VISOR MOUNTED WARNING LIGHTThe emergency lights identified for the grill and overhead visor mounting application are the only lights have potted (completely sealed) electronics, feature total internal reflection, which doesn't utilize metallic reflection technology, which provides an extremely wide angle of visibility without the use of diffusion outer lens, and does not fade when exposed to sunlight like the metallic reflection models. These lights have 12 high power LED's which is the brightest on the market to provide the greatest visibility during an emergency response. C3100CH 100 WATT SIREN SPEAKERSThis emergency speaker is specifically designed to be mounted on the Charger. The speaker meets SAE J1849 specifications.JOTTO DESK MODEL 425-6636 POLICE EQUIPMENT CONSOLEThis is the console which holds the vehicle equipment to include: radios, siren and light controller and auxiliary radios specific to an agency. This particular model is the only one found that will fit the new interior design of the 2011 Dodge Chargers with the specifications set for our radio and siren needs. L-18-LED LITTLELITE MAPLIGHT MOUNTED ON POLICE CONSOLEThis piece of equipment is mounted on the police console and provides lighting to the Agent without having to turn on the vehicle interior lighting during covert operations. The light is made with a flexible connector which can be moved to illuminate an area without lighting the complete interior of the vehicle like and overhead dome light.295SLA6 WHELEN SINGLE UNIT SIREN WITH 9 SWITCH LIGHT CONTROLThis siren and light control unit is currently in use in a majority of our police vehicles, due to an attempt to standardize vehicles throughout our agency, we would continue to utilize this unit. The unit meets or exceeds Class A requirements of SAE, KKK1822 and California Title 13 specifications. The unit is an electronic siren and integrated light controller with 9 individually programmable switches. It features a momentary switch which is utilized for our mounted gun locks, 19 scan lock siren tones, and compatible with the 100 watt speaker. TOMAR LSTICK-14W8-B 8 MODULE 38.5" REAR DECK LIGHTThis directional rear deck mounted warning light we use is versatile in the way the light is manufactured, no additional flasher units are needed and this unit is compatible with the siren/light controller. This unit offers response flash pattern, left/right/center out directional flash patterns with scrolling flash rate feature which makes the light highly visible. The housing for each LED module is hermetically sealed from condensation and dust; other products have a heat vent, which allows dust to enter the unit and causing the light to eventually become less effective. These units are currently in use on our vehicles. The required modules must feature waterproof internal connectors. The required directional light bar must have potted (completely sealed) electronics, feature total internal reflection, which doesn't utilize metallic reflection technology, which provides an extremely wide angle of visibility without the use of diffusion outer lens, and does not fade when exposed to sunlight like the metallic reflection models. This directional light can be serviced by removing two (2) screws to replace a faulty LED module. CODE 3 PAR36 FOG LIGHTThe PAR36 fog light will be inserted into the OEM fog light area of the Charger in order to enhance warning to the front of the vehicle. This light shall be a clear lens with no less than 7 high power LED's per light head. The lights will illuminate red/blue when activated.JOTTO 425-8103 RADIO TRUNK TRAYThe equipment identified is required for the installation of the BIA Land Mobile Radio (LMR) program standard radio equipment mounting. This is required for the proper installation per the standards that have been set by the LMR contractor.PATROL POWER CUSTOM MODULAR POLICE PACKAGE WIRING HARNESSThe wiring harness required for the Dodge Charger Police package will be a custom modular wiring harness & fuse panel with labeled wire, integrated built-in timer to eliminate battery drain, integrated "Super-Relay" to shut down all emergency lighting connections during vehicle servicing. Be constructed with Polyolen Wire which meets or exceeds:-MIL-specification MIL-7928-SAE Specification 7928-SAE Specification J1128In addition this unit will require a single AWG battery connection with an integrated high-amp thermal circuit breaker, contain MIL-SPEC wire crimps, MIL-SPEC 300 Amp relay and is required to be built with vehicle specific housing-Dodge Charger. These requirements are for the ease of servicing, security of the vehicle during servicing, non-invasive to the Dodge computer systems; reduce the chance of vehicle damage due in the event of an upfitting component electrical failure.WINDOW TINTINGThe window tinting material will fall into one or more of these categories: metalized, reflective, hybrid or metal tinting film with scratch resistance, in charcoal and will be 35% on front and rear driver and passenger as well as the full back window. The units require window tinting for UV protection of the interior from fading, security of equipment from theft, and safety in the case of an accident, the tinting prevents glass from splintering in the case of breakage. The contractor will not use materials that are classified as a non-reflective/dyed material. The finish edge of the tinting will be to the edge of the window and no gap of window will be exposed, and the rear window will be done in with a one piece and heat shrunk for the best fit and free from defects.RADIO INSTALLATION CABLE INSTALLATIONThe vehicles identified for upfitting will be required to have radio cable and antennae installation to be completed to the specifications that will be identified by the BIA LMR contractor specifications. On-site guidance will be provided and materials will be prepared and shipped to the contractor prior to the upfitting of the vehicle. No deviation from the specifications will be allowed and all technical questions and concerns will be directed to the contractor, information and contact information will be provided to the awarded contractor upon receipt of the contract for the upfitting of the vehicles.TOMAR 90L-4908-0701 SCORPION 970 49" ALL LED LIGHTBAR, HIGH POWER, RED/BLUE WITH LED ALLEYS AND TAKEDOWNS PER BIA SPECIFICATIONSThis lightbar has been identified as the standard from the BIA vehicle committee and are currently on a majority of our new patrol vehicles. The lightbar has a lifetime structural warranty, is equipped with modules that can be serviced at the agency level. The modules feature waterproof internal connectors. This required lightbar must have potted (completely sealed) electronics, feature total internal reflection, which doesn't utilize metallic reflection technology, which provides an extremely wide angle of visibility without the use of diffusion outer lens, and does not fade when exposed to sunlight like the metallic reflection models.PUSH BUMPER-SETINA HIGH STRENGTH ALUMINUM PUSH BUMPER WITH 2 INTEGRATED SOUND OFF LED LIGHTS RED/BLUEThe push bumper must be made of high strength, aircraft grade aluminum, for better fuel economy. It will be black in color and contain two recessed into the push bumper LED warning lights, red and blue, for front end placement and light protection. The push bumper is utilized for increased protection to fender, grille and headlights. MIRROR MOUNTED 180 DEGREE WARNING LIGHTS-SOUNDOFF SIGNAL INTERSECTOR LIGHTSThe red and blue mirror mounted light is required for the side warning of the police vehicle. The required warning light must produce emergency lighting at 180? for warning at intersections for increased officer safety and the safety of the public, with little or no flashback to the vehicle operator. The light must be constructed of 9 or more generation 3 LED's, have an inline flasher unit with the ability of synchronized flash and 30 or more flash patterns.POLICE PRISONER PARTITION-SETINA 10RP HORIZONTAL SLIDING POLYCARBONATEThe partition must feature a self-locking scratch resistant polycarbonate horizontal sliding window. The construction must be supported by 1 5/8 steel reinforced window support type framework, additionally, must have rubber coated steel reinforced window support bars. Must have heavy duty, pile lined, all aluminum channeling with rounded edges for rattle free sliding windows. Have a rubber covered, spring loaded locking assembly and have a recessed storage panel for weapons mounting between the seats of the patrol car.PRISONER TRANSPORT LIGHTINGThe lighting required for the backseat of the marked patrol car must be manufactured and wired specifically for the Dodge Charger. The unit must have white incandescent lamp to illuminate the backseat and red LED's to illuminate the backseat area during prisoner transport. The red LED portion of the light must be individually switched from dome light and accessible as needed by the driver.PRISONER TRANSPORT SEAT. LAGUNA 3P PATROL CAR SEATSThe OEM backseat replacement must be made of a heavy gauge molded material. The seatbelts on the seat system must be compliant to Federal DOT/MVSS standards. The units must be hygienic and easy to clean. They should be installed without damage to the vehicle OEM seating configuration for re-installation of the OEM rear seats for re-sale.DOOR AND WINDOW ARMOR-SETINA WINDOW BARRIER AND DOOR PANELThe vehicle rear windows are to upfitted with high strength steel window bars to prevent the rear windows from being kicked out. The barrier must come with pre-drilled holes for easy installation and made specifically for the 2011 Dodge Charger. They should have the ability to be removed for cleaning, they must not use a rivet mounting system and utilize sheet metal screws, this requirement is for ease of removal for vehicle re-sale as well as removal to clean. The barrier will have scratch resistant black powder coat finish.The rear doors are required to be upfitted with side door panels to prevent escape, damage to OEM panel for re-application to the vehicle for re-sale and to prevent the hiding of contraband inside the OEM door panel. The required door panel will be manufactured specifically for the 2011 Dodge Charger. This should be constructed with high strength steel and come with scratch resistant black powder coat finish and come with easy to install pre-drilled holes.RECT25LSHP TRUNK MOUNTED EMERGENCY WARNING LIGHTS-TOMAR The lights identified as rear warning and mounted on the rear of the vehicle are Tomar RECT25LSHP. The modules feature waterproof internal connectors. The required light head must have potted (completely sealed) electronics, feature total internal reflection, which doesn't utilize metallic reflection technology, which provides an extremely wide angle of visibility without the use of diffusion outer lens, and does not fade when exposed to sunlight like the metallic reflection models. The light head must have waterproof connections and sealed from dust build up.SECURE-IDLE SI-340-TK ANTI-THEFT DEVICEThe unit identified is designed for the 2011 Dodge Charger Police package and is required for the security of the vehicle if the officer is out of the vehicle during the harsh extremes of weather, either heat or cold. This unit is to be installed on the dash to the left of the steering wheel. To date this unit is the only one found during marked research to fit the 2011 Dodge.Patrol Power custom modular police package wiring harnessThe wiring harness required for the Dodge Charger Police package will be a custom modular wiring harness & fuse panel with labeled wire, integrated built-in timer to eliminate battery drain, integrated "Super-Relay" to shut down all emergency lighting connections during vehicle servicing. The design of the graphics will not be altered from previous agency applications and in no way altered by the contractor. BIA will provide examples of the required design. On Marked vehicles only. Delivery Upon delivery of the vehicle and all of the required equipment, the vehicle completion for the full order of 10 vehicles will not exceed 14 calendar days. The contractor facility will have no less than 5 installation bays in order to meet the time requirement of the vehicle upfitting. Warranty The awarded contractor will provide a lifetime warranty on the installation of the equipment and provide on-site technician for repairs. Vehicle locations will be provided to the contractor by the BIA Office of Justice Services and could potentially be located throughout the continental United States. Manufacturers' Guarantees and Warranties The following warranties and guarantees shall be provided: 1. all manufacturer or installer guarantees/warranties obtained by the Contractor for any materials, products, services, or equipment procured for this project shall be obtained for the use and benefit of the Government; 2. All items delivered under this contract shall be warranted by the manufacturer's standard warranty; 3. A copy of the manufacturer's standard warranty shall be enclosed in the package or included with shipping documents, as appropriate, for each warranted item delivered under the contract, and included in a packet within each vehicle; 4. Items warranted by the manufacturer's standard warranty shall be marked or stamped "Warranted." If space on the item is not available, the packing slip should state, as a minimum, the following: a. Brief statement that a warranty exists; b. Substance of the warranty; c. Duration of the warranty; d. Person/company to notify if the items are defective. PLACE OF PERFORMANCE The place of performance is Albuquerque New Mexico.The vehicle up-fitting contractor preference shall be within a 50 mile radius of the Bureau of Indian Affairs, Office of Justice Services, Albuquerque Office located at 1001 Indian School Road, Albuquerque NM, 87104; the justification for this standard has been established due to required oversight which will be conducted at the awarded contractors facilities on a weekly to bi-weekly increments during the up-fitting of equipment to be installed in the Police Vehicles. PERIOD OF PERFORMANCE The period of performance shall be no longer than 14 days start to finish. Work shall commence once the vehicles have arrived at contractor place of performance. INSTRUCTIONS FOR QUOTE The Quoter shall prepare a firm fixed price quote that contains all information necessary to allow for a comprehensive evaluation of the costs proposed. The price quote, at a minimum, shall include unit and total costs for the following: CLIN 0001: Upfitting Package Materials $_________CLIN0002: Upfitting Package Equipment $_________TOTAL: Entire 2011 Police Package, Emergency vehicle up-fitting $_________ Department of the Interior is Tax Exempt. Document can be furnished upon request to awarded contractor. EVALUATION CRITERIA Technically acceptability will be determined by the bidder's relevant experience for the same or similar services as those listed in this statement of work. Relevant experience must be clearly demonstrated in the quote and not left to speculation. The Contractor shall identify the projects it has successfully completed that it considers offers evidence that proves its firm has the experience required to complete this project. The evaluation will be based on a Pass/Fail Basis. Failure to submit proof may result in rejection of the quote. All quotes will first be evaluated for technically acceptability, and all quotes with a "Pass" for technically acceptability will then be evaluated for price. The price will be evaluated on the total price proposed. Basis for award shall be lowest price technically acceptable quote. QUOTE SUBMISSION All quotes shall be submitted via email to: quiana.galloway@bia.gov, no later than Tuesday, May 03, 2011 at 3:00 pm EST. Questions shall be submitted no later than, Monday May 02, 2011 at 11:00 am ET. Phone calls will not be accepted.
