- Notice of Intent to Award The U.S. Fish and Wildlife Service intends to award a sole source contract to the Government of Ontario, Canada, (Ministry of Natural Resources, AFFMB Aviation Services) using simplified acquisition procedures for rent/lease of an MNR helicopter,including pilot and fuel, to support the FY11 Breeding Pair Population Waterfowl Survey. This survey is conducted to fulfill the United State's obligations toward International Migratory Bird Treaty Act. Waterfowl breeding populations will be surveyed within Ontario, Quebec and Labrador Canada to count waterfowl and collect data. The flight surveys are to be conducted between April 30, 2011and June 30, 2011, depending on weather conditions. Because the Ontario Ministry of Natural Resources is a government agency, their helicopters are able to access jet fuel caches which are reserved for Government aircraft in remote areas. Estimated number of hours to conduct this survey is 40 hours. The helicopter flights are to be conducted in Stratum 51 in Ontario and Strata 68 and 69 in Quebec and Labrador, Canada. The survey and identification project require maneuvering the helicopter at the edge of the performance envelope in a variety of remote wilderness habitats in northern Canada. The J&A is as follows: SOLE SOURCE JUSTIFICATIONFor Rent/Lease Gov't of Ontario (MNR) Helicopter, incl Pilot & Fuel SIMPLIFIED ACQUISITIONS OVER $3,000 AND UP TO $100,000 DESCRIPTION OF THE REQUIREMENT The Ministry of Natural Resources (MNR) have experienced and trained pilots who are familiar with natural resource flying within Canada. The MNR Aviation program is familiar and knowledgeable of Waterfowl Population Data Capture Methods consistent with those practiced by the Joint Cooperative USFWS and Canadian Wildlife Service (CWS) programs. This familiarity results in flight efficiencies potentially reducing required flights times up to 15 percent. MNR aircraft are equipped with aircraft tracking systems that are monitored 24 hours a day, 7 days a week by their operations centre to ensure prompt response as necessary for any emergencies in remote locations. No other vendor can provide these services in these locations. MNR's pricing has consistently been 30%, or more, lower than that of comparable commercial rates. Their fees are structured to exclude profit, and only cover the actual operating costs, much like the rates issued by the Aviation Management Directorate (AMD) within the U.S. Department of Interior (DOI). In addition, MNR aircraft have a proven history of reliability, high maintenance standards, and safety similar to those standards adopted by the U.S. Department of Interior Aviation programs. Total cost of is $45,400.00. SUPPORTING INFORMATION Only one responsible source and no other supplies or services will satisfy agency requirements. This means that the supplies or services can only be obtained from one firm usually due to their unique technical expertise. (FAR 6.302-1) EFFORTS TO LOCATE OTHER SOURCES Because no other vendor can offer these benefits, it is cost effective to contract with this vendor to capture these data which are critical to the Service's population estimation of breeding waterfowl on a timely basis. Vendor will be available between April 30, 2011 and June 30, 2011 to conduct survey missions. Vendor possesses a valid United States passport and will be available for required foreign travel between these dates.
