Description
This is a Sources Sought Synopsis announcement, a market survey for information to be used for preliminary planning purposes. The information received will be used within the Navy to facilitate the decision making process and will not be disclosed outside of the agency. A decision will be made whether to issue the proposed solicitation as a competitive set-aside for U.S. Small Business Administration (SBA) certified 8(a), HUBZone, Service-Disabled Veteran-Owned Small Businesses and/or Small Business, or whether to issue as full and open competition (unrestricted). No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Respondents will not be notified of the results of the evaluation. Description of proposed project: Engineering and Design Services are required for an Indefinite Quantity Contract for Commissioning, Re-Commissioning, Retro-Commissioning, LEED Fundamental Commissioning, and LEED Enhanced Commissioning Services for Projects throughout the Naval Facilities Engineering Command (NAVFAC), Mid-Atlantic's Area of Responsibility (AOR). A maximum of three awards will be made: one for design and engineering services primarily performed in the Hampton Roads Area; one for design and engineering services primarily performed in North Carolina; and one for design and engineering services primarily performed in the Northeastern states. Occasional Task Orders may be issued for projects in Delaware, District of Columbia, and Maryland. Architect-Engineering and Engineering Services that may be required under this contract include consultation on plans, specifications, Requests for Proposals (RFPs) for design/build projects and Post-Construction Award design completion, cost estimates, related studies, energy computation, other associated engineering services, shop drawing review, Commissioning and Advanced Commissioning Plan preparation, sustainable engineering design practices, Operation and Maintenance Support Information (OMSI), construction inspection and engineering consultation services during and after completion of construction, and other commissioning services. The work shall include services associated with facility upgrades, energy studies and planning, performing energy audits of existing and new facilities, and planning and development of energy projects based on energy audits to meet the energy requirements and laws. Projects can be categorized as repair, replacement, upgrade, maintenance, energy savings and sustainability projects for a wide range of new and existing facilities, systems, and infrastructure, and shall include, but not be limited to the following: Utility Systems; Site Features; Architectural Systems; Electrical Systems; Protected Data Systems; Mechanical Systems; Plumbing Systems; Structural Systems; Waterfront Systems; Oil And Fuel Systems. Commissioning, Re-Commissioning, Retro-Commissioning, LEED Fundamental Commissioning and LEED Enhanced Commissioning shall facilitate the Navy and Marine Corps and their bases to meet and/or exceed the following: Public Law 109-58, Energy Policy Act of 2005 8 Aug 05; Public Law 109-364, National Defense Authorization Act for Fiscal Year 2007; Public Law 110-140, Energy Independence, Security Act (EISA) of 2007; Executive Order 13423 - Strengthening Federal Environmental, Energy, and Transportation Management, 24 Jan 07; Executive Order 13514 - Federal Leadership in Environmental, Energy, and Economic Performance, 5 Oct 09; Federal Leadership in High Performance and Sustainable Buildings Memorandum of Understanding (MOU), dated 24 January 2006, and Guidance of 1 Dec 08; and Uniform Facilities Criteria and Engineering Construction Bulletins as appropriate to project tasks. Commissioning, Re-Commissioning, Retro-Commissioning, LEED Fundamental Commissioning and LEED Enhanced Commissioning services will involve working with Navy design teams, Integrated Product Teams (IPTs), facility engineering and acquisition department (FEAD) teams, Asset Management, and Public Works Utilities and Facility Maintenance teams of NAVFAC Mid-Atlantic; Architectural-Engineering and Engineering firms, Construction Contractors, Design Build firms, repair and maintenance firms and contractors, and testing and balancing firms. The North American Industry Classification System (NAICS) Code is 541330 (Engineering Services) with a Small Business Size Standard of $4.5 million. The proposed contracts will each be for one (1) base year with two (2) one-year options, resulting in the contract performance period of maximum 3 years. The estimated total contract price for each award including base year and all option years combined is $10,000,000. The maximum value of individual task orders would be $10,000,000. Interested sources are invited to respond to this sources sought announcement by completing the following sections of the SF330 A-E Qualifications in the following manner: Part 1 - Contract Specific Qualifications: Complete Section A: Contract Information. Complete Section B: A-E Point of Contact. In addition to name of firm in Block 5, provide your firm's Dunn and Bradstreet Number (DUNS) and state if your firm is SBA Certified 8(a), Hubzone, SDVOSB, or Small Business. Section E - Resumes: Provide a maximum of 3 resumes for registered key personnel on your team that would be responsible for completing the required services. Section H - Additional Information: On a maximum of two pages, list a maximum of Five (5) specific, completed, recent (within past 5 years) projects that demonstrate experience in the required services. List each project by a brief paragraph listing the project title, location, cost, completion date and how each project reflects experience in the required services. Again, each project shall be one paragraph in length. Section H - Additional Information: On a maximum of one page, provide a brief paragraph addressing Location; Indicate Firm's location of main offices and branch offices. Describe the team's knowledge and availability to work in the proposed geographical area. Include Section 9 - Authorized Representative, on this page; ensuring the authorized representative of the firm signs the page attesting to the information provided in the sources sought response. Responses to this Sources Sought announcement are due no later than 2:00 p.m. (local time) on Tuesday May 17, 2011.
