- Naval Facilities Engineering Command, Europe, Africa and Southwest Asia (NAVFAC EURAFSWA) intends to conduct a competitive procurement for a contractor to renovate the fuel pier at Naval Station Rota, Spain. The work includes restoration of existing steel H-pile foundation supporting Pier 3 and rehabilitation of the underdeck components of the reinforced concrete superstructure. Renovations and improvements to piping systems, improvement of fire fighting capabilities with the installation of fire fighting monitor stations, fire main booster pumps, repairs to catwalks, guard rails and drip pans, and incidental related work. Pier 3 will remain in operation during the entire construction period. The Contractor will be required to conduct their operations so as to cause the least possible interference with normal operations of the activity. The construction performance period is anticipated to be approximately 835 calendar days. The magnitude of the project is between $10,000,000.00 and $25,000,000.00 (see DFAR 36.204) Spanish Certificate of Classification requirements must be met to qualify for award. The following certificates are needed: Group Subgroup Category F Waterfront 5 with piles f(> 2.4 million ‚¬) - General and stakepiles B Bridges, 2 Reinforced e(> 840,000 ‚¬) Viaducts, concrete & Large Structures-General A site visit/pre-solicitation conference will be held on or about 14 June 2011 at the Naval Station Rota; Rota, Spain. Interested parties must obtain Country Clearance prior to attending the site visit/pre-solicitation conference. The Country Clearance information is provided as an attachment to this Pre-Solicitation Notice. Submit completed Country Clearance Packages to Ms. Vanessa Mejias Cabanas via email at Vanessa.MejiasCab.SP@eu.navy.mil NO LATER THAN 20 MAY 2011. NAVFAC EURAFSWA plans to award one Firm Fixed Price (FFP) construction contract. The FFP contract will be awarded to the responsible offeror whose proposal conforms to the solicitation and will offer the śBest Value ť to the government, in accordance with FAR 15.101-1. Offerors must be registered in the Central Contractors Registration (CCR) database prior to proposal submissions. Offerors may obtain information on registration requirements via the internet at http://www.ccr.gov. The Offeror is responsible for the accuracy and completeness of the data within the CCR database, and for any liability resulting from the government ™s reliance on any inaccurate or incomplete data. The Request for Proposal and its attached documents is expected to be posted to EuroNECO under Solicitation Number N33191-11-R-0422 in the middle or at the end of May 2011.
