Description
Draft Section M Draft Section L ISC Draft PWS Request for Information Title: Integration Support Contract Draft Performance Work Statement, and Sections L and M 28 Apr 11 The Intercontinental Ballistic Missile Program (ICBM) System Program Office (SPO) intends to incrementally release draft Integration Support Contract (ISC) Request for Proposal (RFP) documents over the next few months, culminating in the release of a complete draft ISC RFP. Individual draft ISC RFP documents may be released for comment more than once prior to releasing the complete ISC RFP. The documents being published with this announcement include the draft Performance Work Statement, and Draft Sections L, Instructions to Offerors, and M, Evaluation Factors for Award. This is the second release of the draft PWS and first release of the draft Sections L and M. This announcement constitutes a request for information (RFI). The ICBM SPO is seeking to collaborate with industry in developing draft ISC RFP documents with the intent to improve the documents and enhance industry's understanding of ISC requirements. Accordingly, we are seeking industry's comments and recommendations to improve clarity, identify additional requirements that might not be addressed, and identify inconsistencies among the draft documents. We are also interested in industry's feedback and recommendations on the technical and past performance evaluation factors for award in draft Sections L and M. Please provide your responses to this RFI on or before 20 May 11. Request respondents use Times New Roman 12 point font with one inch top, bottom and edge margins. Additionally, please limit your responses to no more than 10 pages not including cover sheet and letter. Disclaimer: This RFI does not constitute a solicitation for proposals or any obligation on behalf of the Government. The responses to this RFI are not an offer and cannot be accepted by the Government to form a binding contract. No contract award will be made on the basis of this RFI. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information. Vendor participation is not a promise of future business with the Government. Any information provided in response to this RFI will be used for informational purposes only and will not be returned. All proprietary information should be clearly marked as such. All information submitted by respondents to this RFI, including appropriately marked proprietary information, will be safeguarded and protected from unauthorized disclosure.
