Description
Solicitation, Clauses and Provisions THIS IS A COMBINED SYNOPSIS/ SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, IN CONJUNCTION WITH FAR 13.5, AS APPLICABLE, AND AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. QUOTES ARE BEING REQUESTED. The North American Industry Classification System (NAICS) Code is 811212-Computer and Office Machine Repair and Maintenance and the small business size standard is $25.0M. Full and Open Competition procedures will be utilized. A firm, fixed price multiple year (Base plus Four (4) Option Years) purchase order using Simplified Acquisition Procedures is anticipated to result from the award of this solicitation. The period of performance is date of award thru May 2012 with four 12-month option periods. The U.S. Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Health and Environmental Effects Research Laboratory (NHEERL), Western Ecology Division (WED), is requesting a firm-fixed price quotation for: Onsite Service Maintenance for Eight (8) Copiers inclusive of the following: RICOH, SHARP, CANON, and TOSHIBA to include parts, labor, travel, shipping, and consumables - toner, developer, drums, etc... based upon individual Line Item Descriptions in the Solicitation. There are three (3) locations included in this solicitation and onsite copier brands as follows: A. USEPA/ORD/NHEERL/Western Ecology Division, 200 SW 35th Street, Corvallis, OR 97333-4902 (Copiers: RICOH, CANON, SHARP); B. USEPA/ORD/NHEERL/Western Ecology Division, 1350 SE Goodnight Avenue, Corvallis, OR 97333-4902 (Copiers: SHARP), and C. USEPA/ORD/NHEERL/Western Ecology Division/Pacific Coast Ecology Branch, 2111 SE Marine Science Drive, Newport, OR 97365-5258 (Copiers: SHARP, TOSHIBA). This solicitation is being issued as a Request for Quotation (RFQ). The Request for Quotation Number is RFQ-WED-11-010. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-51. Reference the attached Solicitation Document RFQ-WED-11-010 for buy requirements. Offerors shall submit their quotations on Standard Form 18 (SF-18) and must include all the information requested on SF-18 along with all other required information and documentation. The Government will make an award to the responsible offeror or whose quote conforming to the solicitation represents the best value and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Authorized Factory Trained Technician(s) Certification (must include in quotation package), Ability of the Offeror to meet the requirements of the Government's Line Item (Brand) request, Past Performance (in quotation package, provide three (3) references and include the following: company, contact names, telephone number, and e-mail address), and Price. All offerors are to include with their offers a completed copy of provision 52.212-3 Offeror Representations and Certifications - Commercial Items (APR 2011). New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to the delivery at the specified destination. Bid MUST be good for 30 calendar days after close of Solicitation. Delivery must be made within 30 days or less after receipt of order (ARO). The offeror must provide within its offer the number of days - not to exceed 30 - required to make delivery after it receives a purchase order from the buyer. Offeror must be registered in the Central Contractor Registration (CCR) database prior to award. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. All questions must be forwarded at the earliest time possible to enable the Buyer to respond via e-mail to the Contract Specialist at the following e-mail address: reslock.glennis@epa.gov. It will be the offeror's responsibility to frequently check the website for any amendments to this Solicitation.
