- THIS IS A 100% SET ASIDE FOR SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) CONCERNS. Firms responding to this announcement must be registered and verified as a SDVOSB at http://vip.vetbiz.gov in accordance with VAAR 804.1102. The NAICS Code for this acquisition is 541310 and the applicable small business size standard is not more than $4.5 million dollars average annual revenues for the past three years. The area of consideration is RESTRICTED to a 200 mile radius of the VA Gulf Coast Veterans Health Care System, Panama City Beach, Coastal Systems Station, 6703 W. Hwy 98, Panama City Beach, Florida 32407 in which the A/E firm's office must be located. The estimated construction range is between $5,000,000 and $10,000,000. Firms that meet the requirements listed in this announcement are invited to submit three (3) copies of Standard Form (SF) 330 with appropriate documentation to the Contracting Officer, Attention: Cynthia Davenport, VA Gulf Coast Veterans Health Care System, 400 Veterans Avenue, Contracting (90C), Bldg T102 Rm A110, Biloxi, MS 39531, no later than May 27, 2011, 4:00 P.M., CST. Forms are available on the internet at: http://www.gsa.gov/Portal/gsa/ep/formslibrary. FAX AND/OR E-MAIL SUBMISSIONS WILL NOT BE ACCEPTED. Responders are solely responsible for all expenses associated with responding to this Combined Synopsis/Solicitation. THIS IS NOT A REQUEST FOR PROPOSAL. THERE ARE NO SOLICITATION DOCUMENTS AVAILABLE. This requirement is subject to Availability of Funds. The completed SF330 will be evaluated by the VA Medical Center Architect-Engineer Evaluation Board in accordance with Federal Acquisition Regulation (FAR) 36.602-1. Interviews shall be held with at least the top three firms selected based on submittal of SF330's. Engineering Services shall provide a listing, in order of preference, to Purchasing & Contracting (P&C) for negotiations. In accordance with FAR 36.606, negotiations shall be conducted beginning with the most preferred firm in the final selection. Interested parties shall ensure current Licensing, and have current registration in the Central Contractor Registration (CCR) database at http://ccr.gov and VetBiz Information pages (VIP) at http://vip.vetbiz.gov, as well as have submitted the current VETS-100 report at https://vets100.vets.dol.gov/vets100login.htm. In addition, current Representation and Certifications must be filed via the Online Representation and Certifications Application (ORCA) at https://orca.bpn.gov. The VA Gulf Coast Veterans Health Care System, Eglin Outpatient Clinic, is seeking Architect-Engineering (AE) design services to provide the following: A/E SCOPE OF WORK: BASE: Provide professional Architect/Engineer (A/E) Services to include preliminary services, site and site subsurface investigative work, planning consultations and visits, master planning, schematic design, design development, preparation of contract drawings and specifications, with Government Option for awarding Construction Period Services. AE will assist VA in the due diligence effort for the design of the JOPC, Joint Outpatient Clinic in Panama City. This is a project in conjunction with the Navy in Panama City Beach, Florida. Environmental Assessment by the Navy is ongoing, and the preferred site has been identified. Upon selection of the identified property, AE will prepare site investigations, master plans, schematic design documents, and design development documents, to develop approximately 28000 SF clinic for VHA. Design will include building, parking, roadways, irrigation, utilities, landscaping, signage. Construction period services shall include review of submittals and site visits, review of change orders and verification of payment requests. LEED's silver certification of permanent structures will be required. Once a thorough analysis of the users needs has been completed, the scope and method of meeting those needs may change and require a different approach. All work to be completed within 150-calendar days after "Notice to Proceed" is received by the contractor. The design includes all mechanical and electrical systems. Plumbing will include medical gas piping, sanitary, hot, and cold water systems. The HVAC system will include zoned air handlers, variable air boxes, etc. all controlled by a central computer system. The electrical system consists of standard electrical devices (220/120V) and low-voltage systems. The low-voltage systems will include CAT5 data and phone, nurse call, panic alarms, fire alarms, security entrance systems, etc. REFERENCES: The project design shall be completed in accordance with this scope of work and all appropriate Department of Veterans Affairs (VA) Standards, specifications, and other criteria unless otherwise approved by VA. The design will follow Department of Veterans Affairs Design Guide for Outpatient Clinics dated January 2009 located at http://www.cfm.va.gov/TIL. Interior construction will meet all required codes and standards. The design shall be reviewed and approved by a Registered Fire Protection engineer. The following references, as a minimum, shall be utilized for planning and design purposes: H-08-1, VA Master Construction Specifications H-08-3, VA Construction Standards H-08-4, VA Standard Details NFPA, EPA, OSHA, and all applicable local, state, and Federal regulations SUBMISSIONS: There will be five (5) submissions for working drawings and specification; 10%, 35%, 65%, 95% and 100% design submissions. All plans and elevation drawings shall be a minimum scale of 1/8"=1'0", large scale details (minimum ¼"=1'0") at largest possible scale to convey conditions of the work to be encountered. All site drawings shall be a minimum of 1"=30' scale. Drawings shall be developed by AutoCAD Software Release 2007 (or newer) and shall be stored on compact disk (disk to be submitted with design submissions mentioned above.) Schematic Design (10%): A/E shall submit three (3) sets of project conceptual drawings on bond paper and electronically, showing the basic site plan and basic floor plans, based on Programmatic Information provided by the VA. First Design submission (35%): After site assessment, A/E shall make a formal presentation in person to discuss with VA Engineering Service the proposed project and estimates of construction. A/E shall submit three (3) sets of project conceptual drawings on bond paper showing the basic plan for each discipline required, including a title sheet with drawing index. A/E shall submit one copy of "marked-up" (edited) VA Master Specifications Table of Contents, listing applicable specification sections to be utilized. A/E shall submit three (3) copies of conceptual cost estimates, showing probable costs of construction by discipline. A narrative to accompany this design submission shall identify and describe construction phasing. Provide a compact disk with the submittal. Second Design Submission (65%): A/E shall submit three (3) sets of drawings, specifications, and line item cost estimates. A/E shall submit three (3) sets of project drawings showing 75% completion for each discipline involved. This shall include site plans, floor plans, exterior elevations, colored 3D architectural concept rendering, and building sections title sheet with drawing index for all drawings, a detailed construction site plan, and a construction detail sheet(s) indicating applicable sections, details, etc. A/E shall submit sample edited and marked-up VA Master Specifications of each discipline for review by VA Engineering and Contracting personnel. A/E shall submit line item cost estimates based upon the most current information available. Cost totals shall reflect labor and materials separately. Provide a compact disk with the submittal. Third Design Submission (95% contract document completion): A/E shall submit three (3) sets each of drawings, specifications, phasing schedule, cost estimates, and shall incorporate all revisions, review comments, corrections, etc., made by Engineering and Contracting personnel upon previous design submission reviews. Provide a compact disk with the submittal. Final Submission (100 % complete): Upon receiving approval or making required changes of 95% design submission, A/E shall submit f one (1) copy of bid documents (drawings and specifications) along with one (1) set of Mylar reproducibles. Provide a compact disk with the submittal. All design submissions are subject to Department of Veterans Affairs and Department of Navy review with the Department of Veterans Affairs being the lead agency in the project. The A/E will prepare a proposed color chart with all finishes for approval by VA Interior Design staff. Upon completion of the construction, A/E shall obtain from the construction contractor a marked-up set of drawings incorporating "as-built" conditions. A/E shall submit one (1) set of Mylar reproducible "as-builts" (each drawing shall be stamped "AS-BUILT" in red ink), and shall submit computer generated material depicting as-built conditions in accordance with all applicable VA Engineering CADD requirements. A/E shall submit final "as-built" diskettes to VA Engineering in AutoCAD 2007 (or better). The 10% Design Submission will be due not later than 20 days from the Notice to Proceed. The 35% Design Submission will be due not later than 40 days from the Notice to Proceed. The 65% Design Submission will be due not later than 60 days from the Notice to Proceed. The 95% Design Submission will be due not later than 100 days from the Notice to Proceed. The 100% Design Submission will be due not later than 120 days from the Notice to Proceed. GOVERNMENT OPTION #1 There will be a Government Option for awarding the design of the adjacent replacement Navy Clinic. This separate building will be accessible by covered walkway to the VA JOPC. The facility will provide primary care, preventative medicine, and support services. Design Submittals shall include bid items and any design alternatives PROJECT DESCRIPTION: This is a Statement of Work to provide Architect-Engineering services for Final Design documents for the Panama City Medical Clinic Replacement, located at Panama City Naval Coastal SC, Florida. This project provides for a new replacement clinic patient care facility, which includes 5,312 square foot Medical Clinic space. Supporting facilities include utilities, site improvements, parking, access roads, signage and environmental protection measures. Sustainable design features will be included in the design, development, and construction of the facility in compliance with Energy Policy Act of 2005, Executive Order 13423, and current Navy energy guidance. This project shall meet appropriate design and energy requirements to be certified by the USGBC at the 'LEED Silver' rating. The project will be designed in accordance with criteria prescribed in DoD Unified Facilities Criteria (UFC) 4-510-01, Evidence Based Design principles, Medical Facilities Design Guideplates and MIL-STD-1691. This project shall include design for Anti-Terrorism Force Protection (ATFP) features and comply with ATFP regulations and physical security in accordance with Military Handbook 1024/1, Unified Facilities Criteria (UFC) 4-010-01 DoD Minimum Anti Terrorism Standards for Buildings. The building will be barrier free in accordance with DoD criteria and the DEPSECDEF Memorandum "Access for People with Disabilities" dated 10/31/2008. Services shall include a detailed Cost Estimate, Surveys, Borings, Water Flow Test, Equipment List (Government Furnished and Contractor Furnished). Services shall be in accordance with this scope (including attached Engineering Services Statement of Work), and the Unified Facilities Criteria (UFC) Design Criteria in the Whole Building Design Guide (WBDG) at http://www.wbdg.org. The A/E services shall also include the following: a)Basic Facility Requirements, Master Plan, and Base Design Standard Review b)Site Investigation: i) Prepare Topographic/Utility Survey in accordance with UFC 3-200-10N. Determine points of connection for all utilities. ii) Provide Geotechnical Report, including Boring Log, in accordance with UFC 3-220-10N. iii) Obtain bench mark datum from activity; project PM will provide points of contact at activity. iv) Provide all surveys in an AutoCAD compatible format. Refer to the UFC 3-200-10N. c)Site Development: i)Preliminary site investigations to identify special design/construction considerations, connection points for utilities, adequate drainage, etc. ii)Discussions with base personnel regarding any potential site/environmental issues. iii)Submission of meeting minutes with a separate list of project requirements that are anticipated to have a significant cost factors such as expected pile foundations, standing seam metal roof, elevators, cranes, sewage lift station, etc. d)USGBC LEED for New Construction: Integrate sustainable strategies and features into the design to minimize the energy consumption of the facility; conserve resources; minimize adverse effects to the environment; and improve occupant productivity, health, and comfort to reduce the total cost ownership of the project using a whole building, life cycle approach. Complete LEED Checklist (see USGBC for latest version), and provide LEED documentation, in the form of a three-ring binder, of all LEED Prerequisites and Credits to be obtained, as required by the USGBC LEED Silver Rating System. The project LEED Accredited Professional shall sign a statement validating that the LEED prerequisites and credits achieved by the project provide an accurate estimate of the rating the USGBC would assign to the project. Cost estimate shall include those costs associated with obtaining a LEED Silver rating. e)Collateral Equipment: Obtain and define list / cost of all equipment, Contractor and Government Furnished, to be installed in this facility, by the Contractor and Government. ----------------------------------------------------------------------------------------------------------------------------------------- VAAR Clause 804.1102 regarding verification of SDVOSB status is provided below for reference. 804.1102VERIFICATION OF STATUS OF APPARENTLY SUCCESSFUL OFFEROR (OCT 2010) (DEVIATION) (a)The apparently successful offeror, unless currently listed as verified in the Vendor Information Pages (VIP) at: www.vetbiz.gov database, shall submit to Department of Veteran Affairs' (VA) Center for Veterans Enterprise (CVE) within five business days of receipt of written notice of its status as the apparently successful offeror, a verification application in accordance with 38 Code of Federal Regulations (CFR) Part 74 with such reasonably adequate documentary material, as necessary, establishing as follows: (1)The owner or owners of 51 percent or more of the offeror is/are service- disabled Veteran(s), Veteran(s), or an eligible surviving spouse thereof, as applicable, for the instant acquisition. In this regard, the apparently successful offeror shall submit a VA Form 0877 to CVE via VA's VIP at: www.vetbiz.gov, internet site. This confidential and secure electronic application will enable CVE to inform the CO of the service-disabled Veteran or Veteran status of the owner(s) of the offeror without the CO having to receive and secure confidential individually identifiable information or personal health care information on this topic. (2)Eligible parties own 51 percent or more of the concern (see 38 CFR 74.3). Adequate documentation can include copies of official stock certificates, articles of incorporation, partnership agreement, operating agreement, or other similar documentation which reasonably demonstrates the percentage of ownership by eligible parties; and (3)Eligible parties control the concern (See 38 CFR 74.4). Control includes both the strategic policy setting exercised, for example, by boards of directors, and the day-to-day management and administration of business operations. Adequate documentation should include articles of incorporation, corporate by-laws, partnership agreement, operating agreement, resumes, disclosure of any other current employment, or other relevant documentation, as applicable, which demonstrates control of the strategic and day-to-day management of the offeror by eligible parties, as applicable. (b)CVE will examine the business documents to determine if they establish appropriate ownership and control of the business from which an offer has been received. Within 21 business days, CVE shall determine whether the firm can or cannot be verified as a SDVOSB or VOSB, as appropriate, and issue its decision thereon to the vendor in accordance with 38 CFR 74.11(e) and to the CO. The CO will use CVE's decision in making the source selection decision. (c)If a competing vendor raises a status protest prior to CVE's completion of its verification examination, the CO may rely on the status protest decision when issued. (d)This deviation will expire December 31, 2011. Thereafter, in accordance with VAAR 804.1102, COs shall only make awards to SDVOSBs or VOSBs which are listed as verified in VIP at: www.vetbiz.gov.
