Description
•1. The following has been added to clarify what is needed for VSAT Support. Only vendor proposals providing exact specifications to support these terminal will be considered for award in accordance with this notice and its amendments. 1. Require vendor's to state the contention ratio associated with their service. Required: The 2048kbps up x 1024kbps down requirement is also referred to as the Maximum Information Rate (MIR). To attain the bandwidth desired we require a 10:1 downstream and a 5:1 upstream contention ratio. Request a maximum contention ratio of 10:1 downstream and 10:1 upstream. The need the contention ratio stated is as follows: the higher the contention ratio the lower the cost of the bandwidth and also reduced quality of service. 2. GCS Cheetah Satellite Terminals (2) currently operate with the E800 iDirect modem. It is imperative that the provider can provide service for the E800 iDirect modem and the corresponding HUB and networking service to allow for uninterrupted service. 3. The supporting network from the provider must be DoD DIACAP compliant for Information Assurance and Cyber Security. Bidders shall describe their Information Assurance/Cyber Security architecture in depth including protection and prevention of network concerns such as hackers, viruses and other known cyber threats. 4. The vendor's teleport or network entry point WILL NOT be located in China, Hong Kong, Pakistan or countries that are not friendly to the United States. 5. The vendor's shall provide a Link Budget Analysis associated with the Cheetah Antenna system to better assist in planning and usage methodologies. 6. Satellite type and location will be provided to include the satellite look angle for Kabul and Kandahar, Afghanistan. 7. All support personnel (Vendor support technicians) shall have a minimum of "Secret" clearance and DoD CAC (Common Access Card) that allows entrance to facilities located in SWA. This includes all personnel who conduct field technical support in the SWA area of operations. 8. Field support personnel from the vendor shall be trained and certified on the GCS "Cheetah" Antenna system for purposes of providing the proper technical support. 9 Service will be required for broadcast on the Ku Band. No exceptions.
