- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. MARKET SURVEY SOURCES SOUGHT SYNOPSIS: This is a sources sought announcement seeking inputs from parties interested in providing aircraft integration services to adapt aircraft for military applications and outfit aircraft with new mission capabilities. The types of aircraft to be modified are manned subsonic fixed-wing aircraft and manned rotary-wing aircraft (helicopter). Individual orders will accomplish one or more of these work objectives: design aircraft structural modifications, mold line modifications and avionics modifications; validate designs through modeling, simulation, testing and analysis; substantiate airworthiness for Federal Aviation Administration certification and Military aviation certification; perform routine ground servicing of aircraft; perform aircraft structural repairs, painting and corrosion control; perform ground tests and flight tests to demonstrate operational suitability and operational effectiveness; develop and produce modification kits; incorporate and install modification kits; develop and produce ground support equipment; update effected documentation, drawings and technical manuals; and perform logistics support planning. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Interested parties shall submit an initial synopsis (commonly referred to as white paper ). Respondents are requested to provide recent experience accomplishing similar work objectives including specific aircraft models, a description of facilities and capabilities, and ability to perform work on compressed timelines to meet quick reaction capability program objectives.
