Description
The U.S. Department of Agriculture, Olympic National Forest, intends to acquire by contract the: design, fabrication, delivery and installation of two (2) trail bridges; an option for one (1) additional trail bridge; and optional work items such as falling trees at stream crossings near the trail bridge sites. The Forest Service will provide: site specific requirements, such as minimum length, maximum grades, and minimum freeboard; typical bridge rail drawings; survey site plan & profile drawings; and gabion foundation drawings & details. All design work shall completed by an Professional Engineer licensed in the State of Washington experienced in bridge design. In addition work shall include: mobilization; demolition and removal of existing bridges; clearing, grubbing, hazard tree removal; excavation; gabion abutment installation; and the construction of approach trails. All materials shall be provided by the contractor. The existing main access trail is narrow with steep grades in several locations and is closed to stock use. Helicopter transport may be necessary to mobilize some or all construction materials to the site. Currently, funds are not available for this project. This solicitation will be released when certified funds are available for this project, or 15 days after post of this notice, whichever is latter. This project is located on the Hood Canal Ranger District of the Olympic National Forest, Section 30, Township 27 North, Range 2 West, W.M., 6 miles southwest of Quilcene, Washington. It may be reached by traveling north on State Highway 101 from Olympia, Washington, toward Quilcene, WA. One mile south of Quilcene take Penny Creek Road west approximately 1.5 miles to the intersection (Y intersection) of Big Quil River Road and Penny Creek Road. Travel south 1.7 miles on the Big Quil River Road. Bear right onto Forest Service Road (FSR) 27 and travel southwest for 1.2 miles. Bear left onto FSR 2700080 and continue to the end at MP 0.3 (trailhead). From the trailhead the first bridge site is at milepost 1.8; the second is at milepost 2.5; and the third at mile post 2.8. A portion of the optional work is located near milepost 6.2 at the intersection FSR 2750 and the trail at Wet Weather Creek. Trail maps are available at Olympic National Forest information desks in Quilcene and Olympia. Project Manager is Mr. Shannon Henriquez, 360-956-2264. The government will proceed to issue a solicitation as a Request for Proposals. This acquisition is 100 percent set-aside for small business concerns. Offerors will be evaluated on price, experience, and past performance. Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the government. The government estimated value is between $100,000 and $250,000. Bid bond is required. Performance and payment bonds are required for this project. Davis-Bacon wage rates apply to any resulting contract. The proposed contract type is firm-fixed price. This solicitation will be released when certified funds are available for this project. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
