- FTIR Solicitation Requirements FTIR Purchase Description FTIR (SOW) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. The United States Air Force (USAF) intends to award a sole source commercial firm-fixed price award to Perkin Elmer Health Sciences, 710 Bridgeport Avenue, Shelton CT, 06484-4794 to provide a back-up Fourier Transform Infrared (FTIR) Analysis System in accordance with the identified attached requirements, purchase description, and statement of work.
