- INTRODUCTIONNASA is currently developing requirements for a U.S. Commercial Crew TransportationSystem (CTS) capability that will transport NASA and NASA-sponsored crew safely to andfrom Low Earth Orbit (LEO) and the International Space Station (ISS). The scope of thiscommercial transportation capability involves designing, developing, and certifying anintegrated system including the launch vehicle, spacecraft, and associated groundinfrastructure to perform all aspects of a human spaceflight mission. The Commercial Crew Program (CCP) is planning to host a Requirements Workshop on May 24and 25, 2011 near the Kennedy Space Center, Florida. An agenda and specific location forthe workshop will be available within 2 weeks.On May 24, NASA will provide anintroduction to the CCPs requirement set, known as the CCT-1100 Series and discuss keyfeatures of each of the documents. May 25 is reserved for individual, private sessionsbetween Industry companies and CCP representatives. These exchanges are an opportunityfor Industry to ask specific questions and provide detailed feedback on the requirementswith respect to their concepts. NASA is very interested in Industrys identification ofany unnecessary, overly burdensome, and/or overly prescriptive requirements. NASA wouldalso like to know if the requirements suite provides enough detail to design, develop,produce, and operate the CTS and if any deficiencies are recognized. Finally, duringone-on-one sessions, it would be helpful for the CCP to understand areas or specificrequirements that significantly impact the viability or are major cost drivers toIndustry design, development, and certification efforts. COMMERCIAL CREW PROGRAM DOCUMENT SET CCT-1100 SERIESAs part of the planning effort, NASAs CCP has developed the CCT-1100 Seriesdocumentation, to communicate roles and responsibilities, technical management processessupporting certification, crew transportation system and ISS services requirements, ISSinterface requirements, and the application of technical and operations standards forpotential Commercial Partners.The Crew Transportation Plan (CCT-PLN-1100), defines theevaluation processes for investment performance, CTS Certification, and CTS FlightReadiness and works in conjunction with the other documents in the set that address thetop level CTS requirements and standards. The Crew Transportation System DesignReference Missions Document (CCT-DRM-1110) summarizes the potential Design ReferenceMissions for the CTS although NASAs current focus is on transporting NASA Crew to andfrom the ISS. The Crew Transportation Technical Management Processes (CCT-PLN-1120)provides a summary of the technical management processes that support the certificationeffort and CCPs expectations for evidence of compliance across the life cycle of theprogram leading to a certified service capability. The ISS Crew TransportationCertification and Services Requirements Document (CCT-REQ-1130) and the ISS to CommercialOrbital Transportation Services Interface Requirements Document (SSP 50808) establishrequirements that must be met to achieve Crew Transportation System certification totransport NASA Crew and dock with or operate in the vicinity of the ISS. NASAs CrewTransportation Technical Standards and Design Evaluation Criteria (CCT-STD-1140) andNASAs Crew Transportation Operations Standards (CCT-STD-1150) documents provideexpectations and criteria used by NASA to guide the development and evaluation of acertified CTS.NASAs overarching strategy for the development of these documents is to ensure therequirements meet NASA safety and performance standards, yet is not overly prescriptiveand allows Commercial Industry maximum flexibility to develop safe, reliable, and costeffective human space transportation systems. REQUIREMENTS DEVELOPMENT BACKGROUNDIn May 2010, NASA released the first version of commercial human rating requirements toIndustry with a Request for Information (RFI NNH10ZTT005L) in a document titled,Commercial Human Rating Plan (CHRP).NASA used the extensive and valuable feedbackalong with NASAs refined understanding and planning into the preparation of the CCT-1100Series documentation set. In addition, in December of 2010, NASAs Exploration SystemsMission Directorate released requirements in a document titled Commercial CrewTransportation System Certification Requirements for Low Earth Orbit Missions. Thisdocument is applicable to any NASA Program certifying commercial crew transportationsystems to carry NASA/NASA-sponsored Crew to LEO. Initial drafts of the CCT-REQ-1130 and CCT-STD-1140 documents were completed in October2010, and released with the Commercial Crew Development Round 2 (CCDev2) solicitation. After the CCDev2 solicitation release, the CCT-1100 Series documentation continuedinternal development and review. While there is still significant forward work, the mostcurrent draft version of the document set has been approved for release. It should benoted that some of the updates were organizational in nature. For example, some of theprogrammatic processes that resided in CCT-REQ-1130 and CCT-STD-1140 now are captured inCCT-PLN-1120; and CCT-REQ-1130 has been reorganized for clarification.Additionally,there were some requirements in 1130 that have been changed, added, or eliminated. It isimportant to review the entire suite of documents to ensure a full understanding of themost current requirements, process, and standards expectations.REQUIREMENT SET, CCT-1100 SERIES RELEASE PLANIn order to expedite the release of the document set, the CCP is releasing CCT-REQ-1130and CCT-STD-1140 with this synopsis. The remaining portion of the CCT-1100 Series willbe released next week. SUMMARYCCP requests and encourages the Commercial Spaceflight Industry to review the entiresuite of documents for information and in preparation for participation in theRequirements Workshop on May 24 and 25, 2011.
