Description
In accordance with the FAA Acquisition Manangement System paragraph 3.2.2.4, the purpose of this announcement is to inform the industry of the basis of the FAA's decision to contract with a selected source via single source procedures. The Federal Aviation Administration (FAA) intends to award a single source 42 month, bridge contract, including options, to Harris Corporation to provide continued flight service operations in Alaska. The value for this bridge contract is $56.7 million. The current FAA contract with Harris Corporation (Contract # DTFA01-97-C-00070) for operation and support of the Operational and Supportability Implementation System (OASIS) flight service automation system expires on August 24, 2011. The contract milestones assumed the end of flight service operations using OASIS in June 2011, OASIS de-installation in July 2011, and program closeout in August 2011. The rationale for the single source bridge contract is based on the conclusion that Harris Corporation is the only vendor that could provide continued flight service in Alaska in the timeframe stated in Market Survey #9982 (Market Survey Assessment for continued flight service operations in Alaska) posted August 31, 2010. Due to time restraints, the FAA determined that it is not feasible to competitively award a contract for a new automation system and achieve Initial Operational Capability (IOC) in Alaska by July 1, 2011. A continuation of current flight service system in Alaska represents the lowest risk interim solution to the Government. In addition, Flight Services anticipates a requirement for a single Flight Services automation system, which combines the requirements for both Alaska and CONUS. The requirement is designated as the Meteorological and Aeronautical Planning System (MAPS). A bridge contract is needed to fulfill the immediate Alaskan flight service operations requirement until the competitively acquired MAPS system is operational. A competitive procurement for the MAPS is anticipated in FY 12. This announcement is for informational purposes only, not a Solicitation/Request for Proposal. A competitive solicitation is not available for this procurement.
