Description
M777A2 Performance Based Logistics (PBL): The US Army Contracting Command (ACC)-Picatinny, on behalf of the Project Manager, Towed Artillery Systems (TAS) intends to conduct a Pre-Solicitation Conference to discuss the Performance Based Logistics (PBL) solution to support the M777A2 Lightweight 155MM Howitzer. The M777A2 Howitzer is a Joint Service Weapon System used by the United States Marine Corps and Army. The draft Statement of Work will be presented at the Pre-Solicitation Conference for all interested offerors. The competitive award, expected to be made in FY13, will be the result of a Full and Open Competition, Request for Proposal (RFP). The Government intends to award a Ten (10) Year Fixed Price Incentive Fee (FPIF) contract with a one (1) year base and nine (9) one (1) year options. The eventual PBL contract will designate a sole contractor as the Product Support Integrator (PSI) with responsibility for sustainment support of the M777A2 Howitzers. Support shall include Program Management, Engineering Services, Technical Data Management, Integrated Logistics Support, Supply Support, etc. It is contemplated that the contractor shall be measured against and incentivized to meet or exceed the established contract requirements. The current approach is to incentivize Howitzer Reliability and Parts Distribution Turn Around Time. The PSI shall establish Performance Based Agreements (PBA) with Other Government Agencies (OGA) actively involved in M777A2 Sustainment: i.e. Tank and Automotive Command (TACOM), Marine Corps Logistics Command (MARCORLOGCOM) and Defense Logistics Agency (DLA). These PBAs are required in order to support the weapon system and meet the War-fighter PBA. ACC-Picatinny and PM-TAS will be soliciting feedback from Industry for solutions on Best Practices regarding performance requirements and incentive clauses for the PBL contract. The Pre-Solicitation Conference shall be held on 9 June 2011 from 9:00 a.m. to 12:00 p.m. EDT at the Cannon Gates Conference Center, Building 121, Picatinny Arsenal, NJ. Attendance requires registration no later than 6 June 2011, 2:00 EDT, please email attendance request to Christie Vicci at Christie.vicci@us.army.mil. Your request must specifically identify your company name, Visitors name(s), Citizenship, and email information for all attendees. A confirmation message will be provided after your companys registration is completed. Reservations for the Pre-Solicitation Conference will be on a first come, first service basis and seats will be limited. Anyone not registered, will not be admitted. Please note, attendance/participation at the Pre-Solicitation Conference is encouraged but is not a prerequisite for participation in any solicitation that may eventually result from the conference. Doors will open at 8:30am EDT. 9 June 2011 (Visitor passes will be given to the representatives who have registered as they go through the main security gate). The US Army Contracting Command and PM-TAS, Picatinny Arsenal will not be responsible for any costs incurred for attending the Pre-Solicitation Conference.
