- Description
- The Contractor shall provide all management, supervision, labor, materials, supplies, repair parts, tools, and equipment to repair and restore the masonry building exterior, roof systems, limited interior repairs, window glazing, XL piping, and below grade waterproofing at the Edward T. Gignoux Courthouse, Portland, Maine. The Courthouse was built in 1911 with a major addition constructed in 1931 in the Italian Renaissance Revival styles. All work is required to comply with the Secretary of the Interior's Standards for Rehabilitation. Primary work items will include masonry repointing, restoration and cleaning, window restoration and reglazing, removal/reinstallation of the existing slate roof system and installation of a new copper perimeter roof system, restoration of window and door sealants, and salvaging of exterior stairs. Provisions for upgrading the existing window glazing with laminated insulated glazing, limited replacement of the current non-compliant XL sprinkler piping and courtyard waterproofing will be addressed as bid options. Work shall also include limited historical lime plaster interior restoration and paint finishes. The work for all Base Bid Work and Bid Options shall be sequenced in accordance with the approved schedule by the US Courts, US Marshalls, and GSA in order to provide for the safety, security, temporary parking, utility services, and mission critical functions required by the building occupants during the work of this contract. The work shall be sequenced as indicated. Continued Government operations of the US Courts and Marshals Service shall be maintained without exception. Phasing and careful contractor coordination will be required as the building will be fully occupied during the proposed renovation. The contractor shall also be required to maintain the integrity of the existing building security, secure construction staging and avoid any procedures which would compromise the building's security perimeter. Performance period is 690 calendar days after the receipt of the notice to proceed and this will be a firm fixed price contract. This is a best value competitive negotiated procurement set-aside for small business concerns; offers from large businesses will not be considered. NAICS is 236220 with a size standard of $33.5 million. Offerors shall submit both written technical and price proposals. Offers will be evaluated on technical capability and price, with technical quality being approximately equal to price. Evaluation Factors are: (1) Proven past performance in providing general construction services in historic renovation, restoration and reproduction on projects of similar size. (2) Qualifications and experience of key personnel. (3) Management Plan and Technical Approach. (4) Proven plan to procure, and manage eight (8) technically qualified Specialty Sub-contractors listed in the Contract Specifications. The estimated cost range for this project is between $1,000,000 and $5,000,000. A bid guarantee is required and the offerors must provide evidence that they can provide Performance and Payment Bonds after award. A pre-proposal conference will be conducted by GSA on Tuesday, May 17, 2011 at 10:00 AM. Contractors shall meet at the Edward T. Gignoux Federal Courthouse, 156 Federal Street, Portland, Maine at 9:30 AM. The Government considers attendance at this conference vital to the preparation of a competitive offer as it will enable the Contractor to become acquainted with the work areas and that it is more advantageous for each Offeror to have qualified representation at the pre-proposal conference. As Offerors may not be able to re-enter buildings after the tour, and cameras are not allowed on federal property, all Offerors are cautioned to see all areas as they deem necessary during the tour, in order to augment their ability to submit an informed proposal. Failure to attend this meeting may not be used as an excuse for omissions or miscalculations in offers. No questions can be answered during the tour therefore; all questions need to be submitted in writing to the contracting officer. While the conference will provide an opportunity to discuss and clarify the solicitation provisions, any information received at the pre-proposal is not official or binding and nothing said or represented in the conference will be deemed to modify the solicitation requirements unless followed by a written amendment. The solicitation, agreement, specifications, drawings and other applicable documents will be available for electronic download at no charge from the Federal Business Opportunities website at www.fbo.gov on May 11, 2011. No other notifications will be sent. No hard copies of the solicitation will be mailed or issued, and telephone, fax, or email requests for this solicitation will not be accepted.
