Description
THIS IS A SOURCE SOUGHT ANNOUNCEMENT FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. In preparation for a future procurement, the Environmental Protection Agency (EPA) Region 9 is conducting market research to determine the number and types of small business concerns (including SDB, HUBzone, 8(a), WOSB, SDVOB, et. all) capable of performing the tasks listed in the draft statement of work posted on the EPA website at http://www.epa.gov/oamreg02/region9/RAC3/index.htm. Also posted on the website is Region 9?s draft Greener Cleanups Policy which outlines the Region?s expectations for more sustainable remediation practices. The requirement is for professional architect and engineering services to support remedial planning and oversight activities in Region 9 which includes Arizona, California, Hawaii, Nevada, American Samoa, and Guam. These services include ? site management; remedial investigation and feasibility studies; engineering services to design remedial actions; construction management for implementing remedial actions, including issuing and managing subcontracts for construction of the selected remedy and engineering services in overseeing construction; engineering evaluation and cost analysis for non time critical removal actions; environmental support including oversight of remedial investigations/feasibility studies, remedial design, remedial action and negotiation support. Other services included are: technical assistance, community involvement support, sampling and analysis support, risk assessment, five-year reviews, long-term response actions, pre-design investigations, and technical management services to support EPA?s coordination and oversight of remedial activities performed by other parties. The applicable NAICS code is 562910 with a size limitation of 500 employees according to the Small Business Administration (www.sba.gov). Interested firms that meet the small business size standard may submit capability statement in response to this announcement. When submitting a capability statement, interested firms must demonstrate the capability and capacity to perform the work described in the draft statement of work. As part of the demonstration of capacity, firms should include information regarding the size and scope of previous efforts as well as the ability to coordinate multiple projects concurrently. Interested firms must also demonstrate that they have the necessary personnel with the requisite experience, labor, materials, services, equipment, and facilities to support the efforts delineated in the draft SOW. Also firms must the number of employees to determine eligibility as well as other sub-category status such as Small-Disadvantaged Business, 8(a), Servi ce Disabled Veteran Owned Business, Woman-owned business, etc.) Only electronic submissions of capability statements will be accepted. Electronic responses shall be limited to 10 pages including attachments on 8.5?x 11? pages. Font size shall be no smaller than 11 pt. Submissions shall be in English. PDF or MS Word document formats are acceptable. Capability statements shall be sent to Alexander Kramer at kramer.alexander@epa.gov no later than 10:00am Pacific Daylight Time on May 17th. Standard company brochures and literature will not be considered a sufficient response to this Sources Sought Notice.
