- DESC: This is a notice of the government's intent to add 300 hours to an existing contract for the United States Department of Commerce (DOC), National Oceanic an analytical support to the Billfish and Bluefin Tuna Research program of the Southeast Fisheries Science Center to Envisoft Cd Atmospheric Administration (NOAA), National Marine Fisheries (NMFS), Miami, FL for consulting, LLC in Key Biscayne, FL. The contractor will continue to provide support relative to analyses of data derived from electronic pop-up satellite archival tag data and analysis of oceanographic features associated with the movement data derived from these electronic tags. Interested contractors must have intimate knowledge and vast experience in these research areas, as reflected in peer review publication record, in order to successfully accomplish this work. These research topics are specialized, previous experience is required for collaborating with SEFSC billfish research team on research design and analysis of data derived there from, and the analysis of electronic popup satellite archival tag data, including the design of software to display tag results. The contractor shall participate in manuscript preparation (and associated analyses) for technical papers in FY 11. The primary focus is to provide input for papers dealing with the effects of ocean scale hypoxia of Atlantic istiophorid billfishes, possibly including standardization of catch rates for Atlantic billfish. In the future it may include efforts to incorporate impacts of hypoxia based habitat compression into the stock assessment process. Additional analyses of electronic data may include papers dealing with Vertical habitat use of bluefin and yellowfin tuna, istiophorid billfish; and swordfish in the Atlantic and eastern Pacific derived from pop-up satellite archival tag data, the development of white marlin movement corridors from popup satellite archival data, and other topics as needed: Project Deliverables: 1. Provide analyses and assistance in the preparation of technical manuscripts for the Billfish research program of SEFSC; 2. Perform statistical and other analyses of longline and electronic tag data required to advance SEFSC billfish research goals and to publish the results; 3. Integrate analytical results with environmental data and other information concerning national and international fisheries that target billfish or that catch them incidental in fisheries directed at other species; 4. Provide SEFSC with documentation of research results suitable to be readily incorporated into manuscripts to be submitted for publication in peer reviewed journals; 5. There will be progress meetings between the parties at mutually agreed intervals and venues; 6. This research shall be completed by December 31, 2011. A copy of the solicitation was posted July 2, 2010 with only one response received from Envisoft Consulting in Key Biscayne, FL. This is small business set-aside. The NAICS code for this action is 561990. Size standard $6M. The period of performance would be extended through December 31, 2011. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one known source Envisoft Consulting, LLC. Without the continued services the government will not be able to provide spatial analyses in a timely manner. This would negatively impact the agencies overall effort to deal with the consequences of the Deepwater Horizon event. The increase of 300 hours of spatial is essential to complete this work. Interested persons may identify their interest and provide a detailed capabilities statement to respond to the requirement or submit proposals. This is not a request for competitive proposals. However, all proposals received within ten (10) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal, which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their detailed capabilities and qualifications to support their ability to provide this service, and any additional supporting literature. Submissions received in response to this notice shall be evaluated based on the technical ability and demonstrated past experience to meet the requirements described in the description section above.
