- This project, which is an A/E Design Services contract following the Elevator Inspection and Study, where four (4) Options with variants were prepared and successfully completed on August 5, 2010, by Oudens & Knoop Architects PC for the U.S. District Courts. The US District Courts and GSA were concerned with the securing of the vertical circulation in the Ronald Reagan Building. The USDC has subsequently commissioned GSA to provide complete Design Services with their selection of Option 4 utilizing Oudens & Knoop Architects based on their knowledge gained during their preparation of the projects' concept report in June 2010. This follow on project is being performed to fully develop the Option into detailed construction drawings and is being issued as a sole source procurement to Oudens & Knoop Architects, PC as a follow-on to their performance in preparation of the above mentioned Inspection and Study. The Federal Acquisition Regulation permitting other than full and open competition for this procurement shall be FAR 13.106-1(b)(1) and FAR 6.302 where the agency's need for supplies or services is only available through one responsible source. GSA has decided to contract with Oudens & Knoop Architects, PC (O&K) as the contractor for the complete design services as well as a potential Option later in Construction for CA Services, based on their superior knowledge gained during their preparation of the project's concept report in August 2010. Any other source would require re-development of the original concept design, which would impact the schedule and be cost prohibitive. Due to their recent performances and experience, familiarities and knowledge of the building, its operations, infrastructure and systems, time constraint and limited available funding, O&K is the A/E of choice. This contractor has the experience and qualified design team and personnel and the recently successful completion of the study, captured the US courts needs/requirements. O&K have the security clearances with GSA and/or other required government agencies. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposal. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
