Description
The Naval Air Systems Command intends to award a sole source contract to Alliant Techsystems Inc. of Clearwater, FL for AAR-47 Missile Warning System components, retrofits, and repairs. This effort will consist of a base award (FY 12), a mid-year option (FY 12 Mid-year), a primary option (FY 13) and a final mid-year option (FY 13 Mid-year). Requirements in the FY 12 base year will consist of the following items: • up to 520 AAR-47A(V)2 Optical Sensor Convertors, • up to 600 AAR-47B(V)2 Optical Sensor Convertors, • up to 130 AAR-47A(V)2 Computer Processors, • up to 125 AAR-47B(V)2 Computer Processors, • up to 110 AAR-47 Countermeasures Signal Stimulator Test Guns, • hardware and the attendant labor to retrofit up to 60 AAR-47 A(V)2 Computer Processors to the B(V)2 configuration, • hardware and the attendant labor to retrofit up to 240 AAR-47A(V)2 Sensors to the B(V)2 configuration, • the repair of up to 100 previously delivered AN/AAR-47 Missile Warning System (MWS) CPs / sensors sent to ATK for retrofit. Requirements in the FY 12 Mid-year will consist of the following items: • up to 260 AAR-47A(V)2 Optical Sensor Convertors, • up to 300 AAR-47B(V)2 Optical Sensor Convertors, • up to 65 AAR-47A(V)2 Computer Processors, • up to 65 AAR-47B(V)2 Computer Processors, • up to 55 AAR-47 Countermeasures Signal Stimulator Test Guns, • hardware and the attendant labor to retrofit up to 30 AAR-47 A(V)2 Computer Processors to the B(V)2 configuration, • hardware and the attendant labor to retrofit up to 120 AAR-47A(V)2 Sensors to the B(V)2 configuration, • the repair of up to 50 previously delivered AN/AAR-47 Missile Warning System (MWS) CPs / sensors sent to ATK for retrofit. This action is being awarded on a sole source basis to Alliant Techsystems Inc., Clearwater, FL. As the sole designer, developer, and manufacturer of the AAR-47 Missile Warning System (MWS), Alliant Techsystems Inc. is the only qualified source which possesses the requisite knowledge needed to perform this requirement in a timely and cost effective manner. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c) (1), as implemented by Federal Acquisition Regulation 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements." This notice of intent is neither a request for proposals nor a solicitation of offers. The Government does not intend to use the provisions of FAR Part 12 for this acquisition.
