- On or about May 17, 2011, the National Park Service will be issuing a Request for Quote, #Q1840110404, The purpose of this project is to provide Historic Furnishings Report (HFR) addendum and implementation plan completion will build on the 1995 HFR by further documenting the furnishings in the Main Lab, Building 5, Thomas Edison National Historical Park. The Historic Furnishings Report addendum will contain historical data sections for three rooms in the photographic department (309-311). These sections will be based upon extant period photographs and documentary sources in the park's archival collection and/or available digitally or on microfilm from the Edison Papers Project. The HFR addendum also will correct inaccuracies in the 1995 HFR's treatment of the music rooms (301, 303). The historical data for the music rooms (301, 303) will be updated based on research conducted by Jerry Fabris in 1998 to 2000, so further archival research is likely unnecessary. In addition, the addendum will include in an appendix a brief report outlining options for implementation for Thomas Edison's private work space. The implementation plan will be based, in part, on the research findings in the 1995 Historic Furnishings Report historical data previously completed for the building which includes sections on Thomas Edison's private work space, the drafting room, the precision machine shop, and the music rooms. This portion of the HFR implementation plan will provide guidance for refurnishing more completely eight spaces in the building. This plan will focus on Thomas Edison's private work space (207), three rooms in the photographic department (309-311), the drafting room (202), the precision machine shop (209), and two spaces in the music room (301, 303). III. This solicitation will be issued electronically (paper copies of this solicitation will not be made available) on the Department of Interior's National Business Center (NBC) website at http://ideasec.nbc.gov and the Federal Business Opportunity website, https://www.fbo.gov/. Solicitation documents will be available in Microsoft Word, HTML, TIFF and Adobe PDF formats. Contractors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http//ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Plan holders will be required to visit this website periodically to check for amendments and other changes to the contract documents. No other notification will be sent. Scope of work: Independently, not as an agent of the Government, the contractor(s) will prepare a Historic Furnishings Report Addendum and Implementation Plan containing historical data for five spaces, a brief report outlining options for implementation for one space (to be included as an appendix), and implementation plans for eight spaces in the Main Lab, Building 5. "Historical data is required for three spaces in the former photographic department (309-311) and more accurate information for the music rooms (301, 303). The park especially needs documentation of the photographic department staff members and their working dates as well as when the walls were put up separating the rooms. "A brief report outlining options for implementation is required for Thomas Edison's private work space. This short analysis should include a description of each option including types of exhibits in the room (i.e., fully furnished, historic furnished vignettes, combination of vignettes and formal exhibits, formal exhibits), as well as the pros and cons for each option. The implementation plan for this room will be based on the option the park chooses. "Implementation plans are required for Thomas Edison's private work space, three rooms in the photographic department, the drafting room, the precision machine shop, and two spaces in the music room. This document will be informed by the previously prepared Historic Furnishings Report, historical data for the Main Lab (1995) which includes sections on Thomas Edison's private work space, the drafting room, the precision machine shop, and the music rooms. The estimated time for completion is 90 calendar days from the date of award. A firm-fixed price contract will be awarded to the Contractor submitting the lowest price technically acceptable quote. To receive consideration, Contractor must be registered with the Central Contractor Registration and have completed the Online Representations and Certifications (ORCA). Contractor must provide Dun and Bradstreet number with quote. This procurement is set aside for Small Business in accordance with Federal Acquisition Regulation Part 19.502-2.
