Description
The Government is seeking interest in caretaker services at Ft. McPherson and Ft. Gillem after closure occurs on September 15, 2011. The Government is seeking sources equipped to fulfill ALL of the below noted requirements and will not be splitting the work into multiple, smaller contracts. Contract is intended to be a six month base period with the possibility of three six-month option periods, however the time period may be much shorter due to conveyance of property. There is no guarantee on the time period that will be encompassed by this contract. This announcement constitutes a Sources Sought Synopsis. THIS IS NOT A REQUEST FOR PROPOSAL. The responses to this Synopsis will be used as Market Research to determine adequate competition. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Army Contracting Command-Rock Island does not intend to award a contract on the basis of this Sources Sought nor otherwise pay for the information solicited. DO NOT SUBMIT PROPRIETARY AND/OR BUSINESS CONFIDENTIAL DATA. The service provider must provide all management, administration, and labor (and trades) necessary to perform Installation Maintenance Support Services identified for Fort McPherson and Fort Gillem to include the following primary duties: REAL PROPERTY OPERATIONS, MAINTENANCE, REPAIR AND CONSTRUCTION, AND OTHER RELATED SERVICES: Work Management: The service provider must manage the total real property work effort, including maintenance and repair, alteration and minor construction, utilities operations, and other engineering support. The contract work could also include work involving the construction trades on property other than real property and demolition and disposal of real property. Public Works/Utilities: The service provider will prevent connection between potable and non-potable water systems by maintaining the current cross-connection and backflow prevention program, and records along with other environmental records for review by state or federal regulatory authorities. The service provider will operate and maintain the wastewater treatment systems and associated collection systems appurtenances and documentation according to applicable laws, regulations and contract specifications. The wastewater systems consist of collection systems, three septic tank and leach field system. Operation, repair and maintenance to include but not limited to: lift stations, wastewater plants and systems, levees, dams, drainage structures, spillways and storm drainage systems. The service provider will operate and maintain the natural gas distribution system according to all applicable laws, regulations and contract specifications. The service provider shall plan, manage, maintain and repair the low voltage distribution systems (600 volts or less) that include but not limited to all facilities and equipment indicated as per the contract. All operation, maintenance and repair to the electrical systems are to be performed by qualified and certified electricians, technicians and required by electrical codes and safety councils including OSHA. Facilities/Structural Services: The service provider shall provide all labor material and equipment to perform preventive and remedial maintenance, repair, testing and inspection of elevators located in various buildings within the caretaker controlled property. The service provider shall operate, maintain, monitor, trouble-shoot and repair special equipment or operational facilities which include but are not limited to: installed building equipment, boilers, boiler and heating plant facilities, uninterrupted power sources, fire protection equipment, air handlers, pressure vessels, pressure piping and related equipment. The service provider shall operate, maintain, repair, replace, monitor, and perform preventive maintenance of boiler and heating plants and associated equipment located on the installations. In addition, the service provider shall maintain and operate chillers, cooling towers, condenser water pumps, as load demand, to produce and supply chilled water for climate control of installation facilities in accordance with manufacturer's specifications and as specific by the contract. Grounds Maintenance Operations: The service provider shall provide staff with the necessary management expertise to assure the performance of the required work for approximately 108 acres of improved grounds. Required work includes but is not limited to: excavation of dirt surfaces, backfill of excavated areas, hauling of dirt and other materials, sweeping roads and parking lots, clean-up and needed repairs to grounds and surfaced areas, clearing of storm sewers and drainage ditches, maintenance of road shoulders, maintenance of irrigations and sprinkler systems, removal of snow and ice from main roadways. The service provider shall perform maintenance and repair of gravel and earth surfaced roads, and perform utility cuts in pavements as required. Maintenance of Real and Installed Property: The service provider shall maintain and repair all real property facilities, installed machinery and equipment, heating, ventilating, cooling, fire detection and prevention, security, energy and waste disposal systems, utility systems including electrical, water, natural gas and wastewater disposal. The service provider shall maintain chemical feed equipment as necessary for maintaining the chemical water treatment program on systems and frequencies as specified by the contract and provide heating, ventilation and air conditioning services to the installations buildings according to designated building status category. The service provider shall perform operational tests on standby and emergency generators, ensure operational integrity of all fire alarm systems, components and devices, and perform preventive maintenance on air compressors and all lifting devices as specified by the contract. Security: The service provider shall provide all contract oversight, management, supervision, technically trained/ qualified personnel, administrative support, security officer coverage, relief, training, uniforms, materials, supplies, and equipment necessary to provide routine and emergency security protection and support services required at Ft. McPherson & Ft. Gillem. These services will provide a daily deterrent, 24/7/365, against unauthorized, illegal, or potentially life-threatening activities directed toward the property and caretaker employees, contractors, visitors, programs, and the like at the installations. Additional services will include, but not limited to: armed security patrols, protective security, access control, personal escort duties, parking lot control, communications, security and fire safety surveillance, fire detection systems, intrusion detection systems, emergency support to include standard first aid, CPR/AED; and Enforcement of laws, rules, regulations, policy and procedure.
