- Amendment 0001 This is a combined Synopsis/Solicitation. The Government intends to make a single award of a Firm-Fixed-Price, non-personal services contract for seasonal cleaning services for the eleven (11) Baltimore Air Coil cooling towers, model # 3527A, series 3000, cooling tower systems located on the roof of the Herbert C. Hoover Building located at 1401 Constitution Ave., NW, Washington, DC. This is a 100% set-aside for Small Business. The NAICS for this requirement is 811310 and the Small Business Standard is $7.0 million. Amendment 0001: The purpose of this modification is to: 1.) Amend Section L, page 52, "L.1. General Instructions", extend the "Offers Due Date" from May 5, 2011 to May 16, 2011 at 12:00 PM, EST. Both the electronic and the hard copy of your proposal must be received no later than the date and time indicated. Late submission of the electronic or the hard copy will result in a "non-responsive" rating. 2.) Amend Section L, page 52, "L.1. General Instructions", regarding the submission of Past Performance Survey. The Past Performance Survey is to be submitted with your valid proposal, not separately. 3.) Amend Section "C.6. Schedule" on page 5 of the solicitation to add the following sentence: "If cleaning is performed during normal working hours, Monday through Friday, and the overspray cannot be controlled by the methods contractor has put in place, cleaning will have to be performed on weekends when employees and vehicles are not exposed to overspray." 4.) The chemical bottle shown during the site visit was not the chemical used for the tower cleaning. The correct chemical is "Phosphoric Acid, 25%, Food Grade".
