Description
ARCHITECHT-ENGINEERING (A/E) DESIGN SERVICES: VA Medical Center, Washington, DC is seeking qualified A/E firms to furnish professional services for the design of an addition to the Comprehensive Nursing Rehabilitation Center (CNRC) (3rd floor), "J-Wing". The purpose of this Architect and Engineering project is to provide for the necessary design work to construct a new 10,250 square foot expansion of the future 3rd floor - "J-Wing" of the Comprehensive Nursing Rehabilitation Center (CNRC) at the VA Medical Center, 50 Irving Street NW, Washington, DC, 20422. It is believed but not documented that the CNRC was designed to carry an additional level. VAMC has copies of the original drawings but the original design firm can no longer be located. The first priority will be to determine if the current structure is capable of carrying the additional floor. Silver LEED Certification is required to be met within funding limitations and to the best extent possible. The design shall follow the VA PLANETREE model and design application. The construction of sixteen (16) long term care patient rooms each with an ADA compliant bathroom are to be incorporated into the design. Project design shall be submitted to the National Capital Planning Commission for review, design study and approval. The façade/screen wall for the existing building and new addition shall follow all VA design and construction guidelines and the National Building Code. Existing utilities need to be evaluated and determined if sufficient or a plan to increase incorporated to support new addition. Including but not limited to: Electrical, HVAC, Hot Water, Water, Sewer, networks, telephone, fire alarm, TV, security surveillance, police surveillance, fire main, etc. The new addition must be compatible with existing floors and communications required to be seamless. Necessary design modifications of existing second floor necessary to meet third floor expansion. To include compatibility of utilities, communications, etc.. A garden or patio is anticipated to be accessible as a walk-out of the addition of the third floor. This garden/patio shall be considered in part of the design. Documentation shall be provided for issuance of an Invitation for Bids from prospective contractors. A full set of Contract documents for utilization in bidding including a set of technical construction specifications shall be provided. A/E contractor is responsible of obtaining the approval of the National Capital Planning Commission. An edited set of VA Master Specifications as they are relevant to this project will need to be provided. Evaluations shall be conducted according to the Brooks Act of 1972. In addition the use of VAAR clause 852.215-70 "Service-Disabled Veteran-Owned and Veteran-Owned Small Business Evaluation Factors" and associated VAAR clause 852.215-71 shall be incorporated in the evaluation and solicitation of this procurement. The following evaluation criteria will be used during the A/E selection process: (1) Professional qualification necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required; (3) Capacity to perform the work in the required time; (4) Past performance on contracts with government agencies and private industry; (4) Location in the general geographical area of the project and knowledge of local conditions and codes. Firms will be evaluated by the A/E Evaluation Board, scored, and ranked according to score. The three most qualified firms will be invited to interview with the selection board, and will again be numerically scored. The firm with the highest score will be selected and asked to negotiate a fair and reasonable price. NAICS code 541310 shall be employed with a small business size standard of $4.5M. The Construction cost estimate is between $5,000,000 and $10,000,000. This acquisition will be a 100% Small Business Set-Aside and restricted to A/E firms with operations within one-hundred ten (110) miles of the Washington DC facility (20422). Construction period services will be required and shall include review of submittals along with site visits when requested by the Contracting Officer. Interested firms that meet the requirements listed in this announcement are invited to submit two (2) copies of SF 330 Part I and Part II to the Contracting Officer, Attn: Paul J. Kurzer, VA Medical Center, Building 101B, Room 3, Perry Point, MD 21902 and reference the announcement number and project title listed NLT 2:00 PM (EDT), May 31, 2011. SF 330 forms can be obtained at http://www.gsa.gov/portal/gsa/ep/formslibrary. Fax submissions will not be accepted. Interested parties shall ensure current State Licensing and shall have current registration in the Central Contractor Registration (CCR) database at http://ccr.gov. In addition, current annual Representations and Certifications must be filed online at https://orca.bpn.gov. THIS IS NOT A REQUEST FOR PROPOSAL. No solicitation package will be issued.
