Description
This purpose of this market survey is to identify vendors who have the capability to satisfy the following Federal Aviation Administration requirement. Based on vendor responses, an appropriate acquisition strategy will be developed. The FAA Surveillance and Broadcast Services office has a requirement to modify various aircraft in Alaska from an "ADS-B out DO-282A standard" to an ADS-B Rule compliant (14 CFR 91.227) "ADS-B out DO-282B Standard". The modification shall be in accordance with AC 20-165 and shall be compliant with TSO-C-154C. The modification applies to approximately 400 "Capstone" aircraft that are equipped with DO-282A "legacy" ADS-B avionics consisting of a Garmin GDL-90 interfacing to Chelton and Garmin MX 20 multi-function cockpit displays. The interface document titled "GDL 90 Data Interface Specification" dated June 5, 2007 may be accessed as follows: 1) Go to the ADS-B website http://www.ADS-B.gov; 2) Go to the Western Service Area in the left hand column; 3) Go to the Capstone Archival Material in the left hand column; 4) Go to "Garmin GDL Interface Specification" under General Documents within the body of the Capstone Historical Documents. The Capstone aircraft also currently have an ADS-B "in" capability. The Garmin GDL-90 receive function along with the Chelton and Garmin MX 20 display subsystems support the ADS-B In features by receiving and displaying traffic, weather, and NAS status information to pilots. Although the purpose of this modification is to render the legacy Capstone equipment compliant with 14 CFR 91.227, it is also desired to have the ADS-B In functionality enhanced to fully support the SBS provided broadcast services and comply with the DO-282B and DO-317 standards for ADS-B In. The SBS provided capabilities for ADS-B In consist of TIS-B, ADS-R, and FIS-B. TIS-B uplinks traffic information that supports the existing traffic situation awareness provided by legacy Capstone avionics. It also supports future applications that require TIS-B integrity that was unavailable with legacy Capstone services. In addition, the ADS-R service allows UAT aircraft to receive traffic information from 1090-ES aircraft by broadcasting their ADS-B data on the UAT link for reception by DO-282B capable ADS-B In aircraft. FIS-B provides Weather and NAS Status products that expand beyond those deployed in Capstone. The list of FIS-B products that are desired to be supported by the upgraded avionics include: Airman's Meteorological Information (AIRMET),Aviation Routine Weather Report (METAR) and Unscheduled Specials (SPECI)Next Generation Radar (NEXRAD) precipitation reflectivity (CONUS and Regional),Pilot Reports (PIREPS) (urgent and routine),Significant Meteorological Information (SIGMET) (including Convective SIGMET),Terminal Area Forecast (TAF) and unscheduled Amendments (AMEND),Winds and Temperatures Aloft, Distant (D) and Flight Data Center (FDC) Notices to Airmen (NOTAMs) important to flight safety or currently not documented in the FAA NOTAM Bulletin, Status of Special Use Airspace (SUA),TIS-B / ADS-R Service Status. In addition, the program is considering adding future FIS_B products to SBS. It is also desirable that these avionics upgrades support integrating these future products as they are made available. The following list identifies this future product set: Echo tops,Lightning strikes,Severe Weather Forecast Alerts (AWW) and Severe Weather Watch Bulletin (WW),Ceilings,Digital Automated Terminal Information Service (D-ATIS),Icing, Current/Forecast Potential (CIP/FIP),Terminal Weather Information for Pilots (TWIP),Turbulence. A description of the complete FIS-B set of products is located at the FAA product registry site http://fpr.tc.faa.gov. The ADS-B DO-282B out standard avionics shall comply with AC-20-165; however, potential vendors are alerted to the following additional requirements: 1.The ADS-B Out system shall automatically determine the air-ground status.2.If equipped with a transponder and a UAT ADS-B, both shall use altitude data from the same altitude source and the same altitude encoder.3.If equipped with a transponder and UAT ADS-B, there shall be a single point of entry for the Mode 3/A code, Ident, and emergency codes between the ADS-B equipment and the transponder. 4.Although not required in the ADS-B out rule, this modification shall use a TSO-C145/146 WAAS GNSS since the capstone aircraft currently have WAAS GNSS.5.The TSO-C145/146 GNSS shall have passed the appropriate NACv test. (See Appendix 2 of A/C 20-165.6.If the ADS-B equipment has the ability to randomize the 24-bit address, that capability shall be disabled per guidance provided by AC-20-165 "Airworthiness Approval of Automatic Dependent Surveillance-Broadcast (ADS-B) Out Systems" for this Capstone modification. 7.The ground track output shall be disabled when invalid or unreliable.8.The appropriate flight manual and continuing airworthiness documentation shall be updated during the supplemental type certificate approval. It is requested that vendors submit the following information: 1. Technical approaches to execute the upgrade and/or total/partial replacement. The approaches can range from supplementing the existing avionics, developing software upgrades, replacing key components, or installing a completely new avionics package. 2.Vendor experience in completing STCs and associated types of aircraft. If the submitted recommendations indicate that a competitive contract could be awarded, the FAA proposes to develop a performance based Statement of Objectives which will define the performance requirement. Vendors would then be requested to submit their own approaches to satisfy the requirement. Award would be based on best value to the FAA.
