- Combined Synopsis/Solicitation VA-316-11-RP-0006 is hereby amended to provide answers to questions submitted in response to this solicitation. The due date for proposals remains the same. 1. Question. I see this limitation and seek clarification: "VA will not consider a proposal submitted by an offeror that is not a hotel. An offer which requires the Government to execute a separate agreement with a third party hotel shall be deemed technically unacceptable". I am a small business owner and my main service is as an independent contractor authorized to approach relevant hotels with RFPs and submit offers on their behalf to prospective customers. There is NO separate agreement or contract executed between myself and the parties, I simply seek the information on your behalf and present it to you. And of course, I am in no way compensated by the Federal Government. May I submit responses to RFPs for this solicitation or would they be deemed unacceptable? 1. Answer. The technical proposals will be evaluated and selection will be based on how the offeror's proposal best conforms to the requirements outlined in this solicitation. 2. Question. We are a full service hotel with a 3 star rating. Will we be considered for the conference? 2. Answer. See solicitation "Technical Requirements", "Hotel Requirements", item b. "Hotel must be at least 4 star". The technical proposals will be evaluated and selection will be based on how the offeror's proposal best conforms to the requirements outlined in this solicitation. 3. Question. The RFP states that two additional breakouts will be needed for one day only. Can you let me know which day that will be? 3. Answer. At this time, we are looking at Wednesday or Thursday. The agenda is in its draft form and may change. 4. Question. I am assuming that the General Session cannot be used as breakout space. Can you confirm? 4. Answer. The General Session can possibly be used as a breakout space. The selected hotel would just need to understand that the setup time in between may be 10-15 minutes. 5. Question. Is the Continental breakfast served each morning to be set up in the General Session? 5. Answer. The Continental breakfast is served each morning prior to the morning General Sessions.
