- Description
- The FBI is conducting a sources sought synopsis as a part of a market research effort for gathering information for a COTS software tool. The Federal Bureau of Investigation (FBI) is seeking a contractor with top secret clearance to provide a Commercial-Off-The-Shelf (COTS) IT solution with the capability to integrate structured and unstructured data, search analytics, workflow and reporting application. The FBI has recognized the need for a system that synchronizes and consolidates these databases, applications, systems and tools that collect, manage, and share sensitive investigative and analytical information and intelligence derived from multiple intelligence sources, networks, and activities. It also recognizes the need for such a system to be seamless, intuitive, cost effective, and improve real-time situational awareness. Future systems should not only be internally focused, but between its law enforcement and intelligence community partners. The FBI seeks to conduct a proof-of-concept evaluation of a readily available COTS solutions for a WMDD/CPIU Pilot, in order to assess software applicability for select internal workflow, structured and unstructured data integration, and analytical needs. The tools should flow with the operational needs of a time-sensitive, highly dynamic program. In order to facilitate this program, the FBI is looking for a tool based on the following criteria: a)Conducting advances searches, to include Boolean searches, across multiple structured and unstructured FBI databases, delivering consistent results with readily manipulated fields; b)visualization of structured and unstructured searches that enable cluster and thematic pattern analysis emerging from the searches; and c)their ability to maintain a shareable workflow repository for creating, organizing, and storing products to include ECs and intelligence products, as well as research support material. Ultimately the FBI is looking for how well these tools can enhance the needs of the program, especially in the workflow management of tasks, analytical agility, and reduction of time. Please see the attached document for additional detail and requirements. Please include in your response if your product has similar functions but not the exact functions; we would still like you to submit information on your product. We would like to have the interested vendors who respond to the sources sought that have a tool that will meet our requirements to send us the specifications and technical capabilities of their product.
