Description
Ft. Eustis is located between Newport News and Williamsburg, Virginia. It encompasses approximately 7,868 acres of land, and water ways. The US Army has a number of large variety of increasing missions and operations at Ft. Eustis including the US Army Training and Doctrine Command (TRADOC) Headquarters. The increasing mission requirements have resulted in a parallel increased need for the use of cellular devices, including voice communication and data transmission. Throughout Ft. Eustis, including inside of buildings, cellular phones are unable to transmit to a nearby cell site, base station or repeater, commonly referred to as 'Dead Zones'. The need for stable and consistent cellular signal strength on Ft. Eustis is essential in meeting National Defense and Department of Defense missions. Request industry to provide information on 'how to best' provide consistent cellular signal strength throughout Ft Eustis, including inside buildings. Eustis building structures are constructed of wood, metal, and/or brick. The cellular signal must be of 3rd generation mobile telecommunications standards and 4th generation of cellular wireless standards with data transmission. At a minimum, Ft. Eustis should not experience less than a 70% signal coverage capability both in open areas, as well as, within building structures. All cellular signals must be within the licensed frequency ranged as authorized by the Federal Communication Commission (FCC). This is not a solicitation for a contract. Industry, academia and other government agencies are encouraged to respond to this RFI and to provide any type and amount of information deemed appropriate. Request interested parties submit capabilities, experience descriptions, best practice information, information regarding commercial contractual arrangements and any other relevant information. Responses to this RFI are requested no later than 12 May 2011 to Mission and Installation Contracting Command Mission Contracting Office - Fort Eustis, ATTN: DeBorah Hairston, Bldg. 2746, Harrison Loop, and Fort Eustis, VA 23604-5292.This information may also be submitted to patricia.d.paige@us.army.mil. Submitted information will not be returned. All data received in response to this announcement marked, or designated, as corporate or proprietary information will be protected from release outside the Government in accordance with the Freedom of Information Act and Privacy Act provisions. This RFI is for informational purposes only. This is not a request for proposal (RFP), invitation for bid (IFB), request for quotation (RFQ), or an announcement of a solicitation. No solicitation document exists. The submission of this information is for market research and planning purposes only and is not to be construed as a commitment by the Government to procure these services, nor does the Army intend to award on the basis of this RFI or otherwise pay for the information requested. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and Government use of such information. The Government reserves the right to post additional notices relative to this RFI.
