- The Naval Air Warfare Center Weapons Division (NAWCWD) China Lake intends to procure on a full and open competition basis Petrographic and Hydrothermal Alteration Analysis of Potential Geothermal Fields at United States Military Geothermal Prospects in California and Nevada. The resulting contract will be a Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) for a period of three (3) years. The contractor shall provide firm-fixed pricing for Petrographic and Hydrothermal alteration analysis interpretation, and presentation for nine existing geothermal test holes in three project areas, with an option for up to nine additional test holes in four additional project areas. The contractor shall provide sampling and detailed petrographic studies of drilled samples cutting and/or core from the test holes, integration and interpretation of the resulting petrographic and hydrothermal alteration data with borehole geological and geophysical data to provide a thermal and geochemical interpretation of the geothermal system of each project area and a workshop presentation during the first year in accordance with the Statement of Work (SOW). The Government will provide all samples; no site visits to prospect areas will be required. The work shall consist of Task One) Petrologic and Alteration Studies; Task Two) Data Integration and Interpretation; and Task Three) Petrographic and Hydrothermal Alteration Analyses workshop. The workshop shall be presented at the Naval Air Weapons Station (NAWS) China Lake at the Geothermal Program Office (GPO) and shall be conducted with oral delivery of task order 0001 competition and final prospect report. The contractor may be required to provide a workshop in the second or third year. The SOW and additional information will be provided with the Request for Proposal (RFP) on or about 18 May 2011. Prospective contractors may access/download the RFP at Navy Electronic Commerce Online (NECO) website http://www.neco.navy and the Federal Business Opportunities (FBO) website http://vsearch2.eps.gov/serviet/searchservlet. The solicitation will close on or about 17 June 2011 with an award on or about 23 August 2011. The Department of Defense (DoD) requires all contractors to register in the Central Contractor Registration (CCR) database to receive contract award or payment. The CCR website is http://www.ccr/gov. In accordance with Federal Acquisition Regulation (FAR) 4.1201, prospective contractors shall complete electronic annual representations and certifications via the Online "Representations and Certifications Application" (ORCA) at http://orca.bpn.gov. All responsible sources may submit a proposal which shall be considered by the agency. Responses must include information requested in the written RFP. All responses shall be submitted in writing to the Naval Air Warfare Center Weapons Division, Code 254300D, Attn: Sue Casey, 429 E. Bowen Rd. STOP 4015, China Lake CA 93555-6108. No fax proposals shall be accepted.
