Description
This is a pre-solicitation notice in accordance with Federal Acquisition Relation (FAR) Subpart 5.2?Synopsis of Proposed Contract Actions.The United States Environmental Protection Agency (EPA) has a requirement for a Mobile Source Enforcement contract to provide fuel inspections and related Clean Air regulations support for the EPA Office of Enforcement and Compliance Assurance (OECA). The resultant contract is anticipated to be a cost plus fixed-fee contract (CPFF) level of effort contract, competed in accordance with the procedures set forth in Federal Acquisition (FAR) Part 15?Contracting by Negotiation. The government also intends to include clauses in the contract which will allow for Work Assignments to be issued on a level of effort basis, whenever deemed appropriate. The resultant contract is anticipated to have a 12-month base period and the possibility of two (2), two (2) year option periods. The contractor shall provide personnel, materials and equipment necessary to perform the tasks as stated in the SOW. The proposed requirement mentioned herein will be solicited as a full and open competitio n. The successful offeror shall be prepared to provide Mobile Source Enforcement with fuel, non-road and vehicle inspections for EPA activities to further the Agency?s primary mission?protection of human health and the environment. The work to be performed under the Statement of Work (SOW) falls under the North American Industry Classification Code (NAICS) code 541712, with a Small Business Size Standard of 500 employees. A draft SOW is posted on the following webpage:http:www.epa.gov/oamhpod1/admin_placement/1100005/draftsow.pdfIn order to be awarded a contract under this requirement, the contractor must be able to meet the requirements, as stated in the SOW under the provided NAICS code. It is anticipated a formal solicitation and other related information will be released and posted to FedBizOpps and EPA websites on or about May 23, 2011. The award of the contract is anticipated to be in September, 2011. The formal solicitation, amendments, procurement updates and other related information will be posted as they become available. It is the responsibility of interested parties to regularly monitor FedBizOpps and the EPA website for updates to this procurement. These services are currently provided by the incumbent, The Bionetics Corporation under EPA contract EP-W-06-088, where work is ordered via work assignments.
