Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. NO TELEPHONE CALLS WILL BE ACCEPTED REQUESTING A BID PACKAGE OR SOLICITATION. THERE IS NO BID PACKAGE OR SOLICITATION. IN ORDER TO PROTECT THE PROCUREMENT INTEGRITY OF ANY FUTURE PROCUREMENT, IF ANY, THAT MAY ARISE FROM THIS ANNOUNCEMENT, INFORMATION REGARDING THE TECHNICAL POINT OF CONTACT WILL NOT BE GIVEN AND NO APPOINTMENTS FOR PRESENTATIONS WILL BE MADE. The Health and Human Services Department-Food and Drug Administration is seeking to find small business contractors that can provide a Scanning Electron Microscope. The National Center for Toxicological Research (NCTR) is in need of a scanning electron microscope with field emission electron gun for increased resolution and for interface with in situ serial sectioning and imaging unit for imaging samples. This equipment will: (a) provide additional Scanning Electron Microscopy (SEM) imaging capability for the imaging of biological and material samples at the nano- and micron-scale; (b) provide high resolution SEM imaging that has magnification potential that is 5x higher than the current SEM; (c) provide an advanced instrument that is capable of integration with high-end add-on features such as 3D-sectioning/imaging; (d) provide an advanced instrument for use by graduate students, postdoctoral fellows, and staff fellows at NCTR, ORA and FDA. This SEM will be part of the "core" equipment in the NCTR/ORA Nanotechnology Core Facility that is supporting (a) the nanotechnology needs of NCTR and the Arkansas Regional Laboratory of the Office of Regulatory Affairs, which are co-located on the Jefferson Laboratories Campus, (b) the FDA centers located away from the Jefferson Laboratory Campus, and (c) studies conducted under the National Toxicology Program. In order to accomplish the Government's mission, the system must meet or exceed the following minimum performance specifications: Minimum Performance Specifications Micro bioreactor system General •Scanning electron microscope platform; •Accelerating voltage of 0.5-30kV; •Schottky-type, in-the-lens, thermal field emission gun (FEG); •Resolution of 3 nm at 1 kV (systems with resolution of <3 nm should also be considered; •Magnification of 10x-1,000,000x; •Detectors to include E-T type secondary electron detector and retractable solid statebackscatter electron detector; •Must have high- and low-vacuum operation •Required computer hardware and software for operation; •Include on-site training and training for two (2) personnel at advanced training course; Optional requirements •Option: in-situ 3-dimensional viewing system to include microtome, stage and imaging system (Gatan UK3VIEW or equivalent), with microtome capable of <50 nm sectioning with diamond knife, software for complete control of sectioning and imaging, software for Z-stack image storage and recombination, complete compatibility with SEM-FEG, installation and training •Be able to offer second and third year extension of warranty on parts and labor. If you are a small business concern under NAICS CODE 334516-Analytical Lab Instrument Manufacturing, with a small business size standard of 500 employees, and believe that your firm would be able to provide the FDA with a qualifying product, please submit information in writing via e-mail to aaron.glazier@fda.hhs.gov The vendor should include information about the company, as well as the product that meets or exceeds all of the aforementioned performance specifications. Responses to this sources sought announcement will assist the Government in determining whether or not an actual future requirement similar to this one should be set aside for small business or made available to full and open competition. The DEADLINE for receiving responses is 4:00 p.m. Central Time, 6 May 2011. Responses received after the deadline or without the required information shall be considered unacceptable and will not be considered. Since this is a sources sought announcement, no evaluation letters will be issued to the participants.
