- The Federal Aviation Administration (FAA) has a requirement for cellular voice and data coverage inside the office area of building 296 at the FAA William J. Hughes Technical Center. This is an announcement for a site visit (date and time shown below) and a Request for Quote (RFQ) for install of cellular repeater system that provides cellular voice and data coverage at the FAA William J. Hughes Technical Center, Building 296, Atlantic City, New Jersey per the attached Draft Statement of Work (SOW). A DRAFT statement of work (SOW) for this requirement is attached. The FAA will not pay for any information received or costs incurred in attendance of the site visit or preparing responses to this announcement. Therefore, any costs associated with the site visit or response to the RFQ is solely at the interested vendor's expense. This procurement will have a dollar threshold between $10,000 and $100,000. Proposals will be reviewed through tiered evaluation selection process. In accordance with AMS policy 3.6.1.3.4 procurements within this dollar threshold will be set a side for SEDB 8 (a). Unless the contracting officer determines there is no or ample competition within the 8 (a) tier the procurement will be opened to Service Disabled Veterans SB tier followed by all other small businesses and other than small businesses. The North American Industry Classification System (NAICS) code for this requirement is 517210 for Wireless Telecommunications Carriers (except Satellite) with a size standard of 1,500 Employees. Vendors must complete the attached Business Declaration Form and return by May 13, 2011. All potential vendors must be registered in the Central Contractor Registry website (www.ccr.gov) for consideration of this award. The MANDATORY Site visit is Tuesday, May 17, 2011 at 10:00 am (local time). The site visit is at the Federal Aviation Administration William J. Hughes Technical Center, located next to Atlantic City International Airport, Pomona, New Jersey. You will need to check in at security so please allow plenty of time for processing. Attendance of the site visit is mandatory. Vendor proposals received without attendance to the mandatory site visit will not be considered. All attendees must respond by email with your company's name, list of persons attending the mandatory site visit and contact information. Maximum number of attendees from any one company is three. The following documents must also be included; Copy of Government issued ID of each attendee, Business Declaration Form and capabilities statement. Please include reference to contracts you currently have, or have had in the past three (3) years, of similar size and scope and provide the following information for each: a. Agency b. Description of products and services provided Only vendors who attend the mandatory site visit and submit the necessary documents including a package in response to this announcement will be permitted to submit a proposal. In addition, only vendors who are able to provide the necessary wiring, equipment, tools and labor associated with installing cellular repeater system will be considered for award. Potential sources are cautioned that further public announcements may not be made and the SIR along with Facility Layout and SOW documents will only be released to the qualified vendors responding to this announcement by attending the mandatory site visit.
