Description
The Naval Medical Logistics Command (NMLC) intends to negotiate on a sole source basis (IAW FAR 13.501) with Technical Communities Inc., 1000 Cherry Ave, Ste 100, San Bruno, CA 94066 as the only responsible source that can provide VersaPulse Surgical Laser System. The Versapulse laser system is the only dual wavelength capable laser system that can operate at the appropriate power outputs. This laser system can be used in the treatment of calculi in the bladder, ureters or kidneys. The system shall be capable of fragmenting calculi and ablating soft tissue. The system shall be capable of producing a laser with a wavelength of 2100nm and a power output of at least 80W. The system shall also be capable of producing a laser with a wavelength of 1064nm and a power output of at least 100W. The system shall have an aiming beam with a wavelength within the visible light spectrum. The system shall utilize a flexible fiber delivery system suitable for endoscopic laser treatment in the bladder, ureters or kidneys. The system shall include safety glasses to protect user and patient from laser eye damage. The electrical requirements are 220 VAC, 60Hz, single phase. Based on the above information, the only technically acceptable system is provided by Technical Communities Inc. This acquisition is being conducted under the FAR 13.5 test procedures for commercial items. Provisions and clauses in effect through Federal Acquisition Circular 2005-24 are incorporated. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 423450 with a Small Business Size Standard of 100 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
