Description
Statement of Work Employee Separation Commitment Use of CIT Training Facilities THIS IS A 100% SMALL BUSINESS SET-ASIDE UNDER NAICS CODE 541511: The Center for Information Technology (CIT), National Institutes of Health (NIH), is seeking a qualified Small Business to assist in the maintenance and support of the Scientific Coding System (SCS) OnDemand. CIT, which provides, coordinates, and manages information technology within the NIH, introduced the SCS OnDemand application in 2004 as an NIH Enterprise Government Off the Shelf (GOTS) IT solution. The initial base IT solution was developed by Altum, Inc., and was individually utilized by some NIH. On behalf of the NIH ICs, CIT managed the consolidation of the many IC specific instances of the Altum initial product. Through acquired professional IT services from that company, further customization of the consolidated IT solution resulted in the current enterprise scientific coding and reporting system, SCS OnDemand v3.10, the intellectual rights to which is owned by the Government. CIT requires contracted support for the continued maintenance and support services for the SCS OnDemand enterprise-wide application at NIH, with activities to include: software maintenance, upgrades, and support; configuration changes; application enhancements and modernizations; training; and help desk support. See attached Request for Proposals, Statement of Work, and Addendum to Terms and Conditions of Purchase Order. The requirement described herein will be awarded under the procedures prescribed at Federal Acquisition Regulation (FAR) Part 12.2, Special Requirements for the Acquisition of Commercial Items, as supplemented with additional information included in this announcement. This requirement is being processed by the Office of Acquisitions, National Library of Medicine (NLM), NIH, for CIT. Requirements/Tasks Areas: The requirements to be performed include providing expert Information Technology (IT) services to perform task assignments within the following Task Areas: Project Management and Administration, (2) Software Maintenance, (3) Software Engineering Services, (4) Software Configuration Services, (5) Training, (6) Operational Support, and (7) the development of a Phase-Out Plan, if required. The technical evaluation criteria specified in Section M of the attached Request for Proposals (RFP) include the following: 1. "Experience and Expertise of Proposed Staff" (70%) [Note: Significant weight under this technical evaluation criterion will be assigned to evaluating an offeror's ability to provide staff who possess demonstrated knowledge and experience to successfully perform all of the software engineering services for the SCS OnDemand software as specified in the Statement of Work.] 2. "Technical and Management Approach" (20%). 3. "Corporate Capabilities and Past Performance" (10%). Anticipated Period of Performance: The anticipated period of performance will be for the 12-month Base Period of 09-30-11 through 09-29-12, with options for additional NIH IC units during the Base Period and four (4) successive 12-month Option Periods. Responses must be received by the NLM Point of Contact within thirty (30) calendar days from the publication of this notice.
