- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPSOAL (RFP). THERE WILL NOT BE A SOLICIATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. THIS IS A MARKET RESEARCH TOOL TO DETERMINE THE AVAILABILITY OF SOURCES PRIOR TO ISSUING THE RFP. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Coast Guard Facilities Design and Construction Center (FDCC), implied or otherwise. Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside, full and open competition, or a sole source acquisition is in the Government's best interest. The primary task to be performed under this procurement includes the Contractor providing an Underwater Boat Forces Egress Trainer (UBFET) module replicating the inside of a Response Boat-Small (RB) craft. UBFET module is to be used for training students on emergency egress from an overturned boat. The UBFET must fit and operate with current Survival System Inc. Underwater Module Egress Trainer (UMET). The UBFET must have the capability of being reconfigured to replicate realistic interior and exterior components of the full RB-S cabin environments, including seating and obstacles to escape from boat type(s) and alterations to simulate both daytime and night time capsizes. Statement of Capabilities Submittal Requirements: The Statement of Capability (SOC) will determine the feasibility and/or basis for the Government's decision to proceed with acquisition. Interested firms must submit a SOC, which describes in detail the firm's capability of providing this product. SOC is limited to 10 pages. Your SOC shall include the following: (1) full name and address of the firm; (2) name of two principals (including titles, telephone numbers); (3) copy of any certifications (if 8(a) certified, provide the SBA Business Opportunity Specialist name and phone number assigned); HUBZone certification and SDVOSB status or Small Business status; (4) DUNS number and CAGE Code; (5) provide past performance references on recent past projects that best illustrate your qualification for this contract. Past performance information should include, point of contact name, phone number, email address; contract number, agency requesting module, and date of delivery.
