- Purpose of this amendment is to adjust proposal due date to no later than June 2, 2011, 4:00 P.M., EDST. THIS IS A 100% SET ASIDE FOR SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) CONCERNS. Firms responding to this announcement must be registered and verified as a SDVOSB at http://vip.vetbiz.gov in accordance with VAAR 804.1102. The NAICS Code for this acquisition is 541310 and the applicable small business size standard is not more than $4.5 million dollars average annual revenues for the past three years. The area of consideration is RESTRICTED to a 200 mile radius of the VA Wilkes-Barre Medical Center, 1111 East End Blvd, Wilkes-Barre, PA 18711 in which the A/E firm's office must be located. The estimated construction range is between $500,000 and $1,000,000. Firms that meet the requirements listed in this announcement are invited to submit three (3) copies of Standard Form (SF) 330 with appropriate documentation to the Contracting Officer, Attention: Everett Shaver, Contracting (049E), Wilkes-Barre Medical Center, 1111 East End Blvd, Wilkes-Barre, PA 18711, no later than June 2, 2011, 4:00 P.M., EDST. Forms are available on the internet at: http://www.gsa.gov/portal/forms/type/TOP. FAX AND/OR E-MAIL SUBMISSIONS WILL NOT BE ACCEPTED. Responders are solely responsible for all expenses associated with responding to this Combined Synopsis/Solicitation. THIS IS NOT A REQUEST FOR PROPOSAL. THERE ARE NO SOLICITATION DOCUMENTS AVAILABLE. This requirement is subject to Availability of Funds. The completed SF330 will be evaluated by the VA Medical Center Architect-Engineer Evaluation Board in accordance with Federal Acquisition Regulation (FAR) 36.602-1. Interviews shall be held with at least the top three firms selected based on submittal of SF330's. The board shall provide a listing, in order of preference, to Contracting Office for negotiations. In accordance with FAR 36.606, negotiations shall be conducted beginning with the most preferred firm in the final selection. Interested parties shall ensure current Licensing, and have current registration in the Central Contractor Registration (CCR) database at http://ccr.gov and VetBiz Information pages (VIP) at http://vip.vetbiz.gov, as well as have submitted the current VETS-100 report at http://www.dol.gov/vets/program/fcp/main.htm. In addition, current Representation and Certifications must be filed via the Online Representation and Certifications Application (ORCA) at https://orca.bpn.gov. The VA Wilkes-Barre Medical Center, is seeking Architect-Engineering (AE) design services to provide the following: A/E SCOPE OF WORK: Provide professional Architect/Engineer (A/E) Services to include preliminary services, site investigation, design development, drawings and specifications, cost estimates, construction period services and site visits for Project # 693-11-107, Renovation Building #5. The project includes the design to renovate of Building #5 (approximately 4800sf), currently a residential building on the VA campus. AE will prepare site investigations, master plans, schematic design documents, and design development documents, to develop approximately 4800sf administration office space for VHA. Design shall include renovating a duplex residential building into a single building space for administrative office use. Work shall include architectural, structural, electrical, and mechanical/HVAC design. Services require site investigation, design development, preliminary drawings, construction drawings, specifications, cost estimates, and construction period services. The A/E shall work with VA Project Manager to develop phasing plan, prioritization of items, and budgetary costs per phase of specific repairs and maintenance. The scope is intended to describe the project in general and is not limited to the aforementioned. Design shall include the application of VA space criteria to provide for the proper program space. All designs must, at a minimum, be in accordance with all applicable Federal, State and Local codes as well as the Department of Veterans Affairs (VA) publications (Master Construction Specifications, Space Criteria, Construction Standards, etc.). Work under this project may involve environmental considerations, such as lead paint and asbestos, which shall be addressed within the design and included within the Construction Solicitation Package. Construction period services shall include review of submittals and site visits, review of change orders and verification of payment requests. Once a thorough analysis of the users needs has been completed, the scope and method of meeting those needs may change and require a different approach. All A/E work to be completed within 154-calendar days after "Notice to Proceed" is received by the contractor. The 35% Design Submission will be due not later than five (5) weeks from the Notice to Proceed. The 75% Design Submission will be due not later than five (5) weeks after receipt of VA comments of 35% review. The 100% Design Submission will be due not later than three (3) weeks after receipt of VA comments of 75% review. Upon completion of the construction, A/E shall obtain from the construction contractor a marked-up set of drawings incorporating "as-built" conditions. A/E shall submit one (1) set of reproducible "as-built" (each drawing shall be stamped "AS-BUILT" in red ink), and shall submit computer generated material depicting as-built conditions in accordance with all applicable VA Engineering CADD requirements. A/E shall submit final "as-built" diskettes to VA Engineering in AutoCAD 2007 (or better). REFERENCES: The project design shall be completed in accordance with this scope of work and all appropriate Department of Veterans Affairs (VA) Standards, specifications, and other criteria unless otherwise approved by VA. The design will meet all required codes and standards. The design shall be reviewed and approved by a Registered Fire Protection engineer. The following references, as a minimum, shall be utilized for planning and design purposes: NFPA, EPA, OSHA, and all applicable local, state, and Federal regulations --------------------------------------------------------------------------------------------------------------------- VAAR Clause 804.1102 regarding verification of SDVOSB status is provided below for reference. 804.1102 Vendor Information Pages (VIP) Database. Prior to January 1, 2012, all VOSBs and SDVOSBs must be listed in the VIP database, available at http://www.VetBiz.gov, and also must be registered in the Central Contractor Registration (CCR) (see 48 CFR subpart 4.11) to receive contract awards under VA's Veteran-owned Small Business prime contracting and subcontracting opportunities program. After December 31, 2011, all VOSBs, including SDVOSBs, must be listed as verified in the VIP database, and also must be registered in the CCR to be eligible to participate in order to receive new contract awards under this program.
