- VETERANS AFFAIRS WANTS TO LEASE SPACE The Department of Veterans Affairs desires to lease sufficient rentable square footage to yield _4,200_to _4,500 net usable square feet in _Baton Rouge, La for use as a VA Veterans Center. The space must be on no more than __1_ floors and is to be provided by modification of existing space. On-site parking for 24 vehicles is required. A lease for up to 5 years firm and 5 annual option periods will be considered. Only space that falls within or fronting on the boundaries as described by the delineated area in 9 below will be considered: A market survey of properties offered for lease will be conducted by VA. The Government is limited by law (40 USC 278a, as Amended 10-1-81) to pay no more than the appraised fair rental value for space. Please note: This advertisement is not a solicitation for offers, nor is it a request for proposals. A solicitation for offers may be issued by the Department of Veterans Affairs at a later date. 1. AMOUNT AND TYPE OF SPACE A.The Department of Veterans Affairs herein known as DVA or the Government, is interested in leasing approximately 4,500 rentable square feet of space. The rentable space shall yield a minimum of 4,200 ANSI/BOMA Office Area (previously Usable) square feet to a maximum of 4,500 ANSI/BOMA Office Area square feet, available for use by tenant for a Veteran's Center. B.The offer shall (1) be for space located in a quality building of sound and substantial construction as described in this SFO, (2) have a potential for efficient layout, (3) be within the square footage range to be considered, and (4) be in compliance with all of the Government's minimum requirements set forth herein. C.The space requirements and tenant improvement design shall be taken off from the Proposed Space Plan in attachment A below; 2.SPACE: Based on our space plans a range of 4,200 to 4,500 NUSF is appropriate for our immediate needs. 3.TYPES AND NUMBER OF SPACES: Primary consideration will be given to one story facilities that are ADA compliant. Facility must have sufficient heat, air conditioning, water, electrical, emergency power, and bathroom facilities to support patient and staff traffic daily. Facility will be used daily by Department of Veterans Affairs employees supporting an estimated Veteran Population of 99,058 veterans in South Central Louisiana. Facility must have access to telephone, internet, and cable systems. Facility will be well insulated from the environment, free of leaks, pests, and construction defaults. Facility must be located in low crime area accessible to veterans by local transportation. Facility must be able to withstand winds from a Level 3 hurricane with only minimal or superficial damage. The preferred site would be above sea level and in flood zone C. A.Offices = 8 (all should be between 120 - 150 sq. ft.) Office Manager's office - adjacent to wait area with sliding glass window (150 sq ft) Team Leader's office - should be close to office manager's office (150 sq ft) 5 Counselor's offices (120 sq ft) 1 Community partners' office (120 sq ft) All counselors' office and team leader's office should be sound proof to protect client confidentiality B.Group/Family counseling room One large group room that can accommodate groups of up to 25 veterans plus counselor (350 sq. ft.). One smaller group room to be used for family counseling (200 sq. ft.). Group rooms and offices should also be sound proof to protect client confidentiality. C.Record Storage Room (350 sq. ft.) Room needs to have a sufficient floor loading to hold fire proof cabinets that weigh about 800 lbs each. All interior walls must extend from floor to ceiling with the roof or second floor reinforced with metal sheeting to deter entry from above. The walls should be made of fire proof materials. Exterior door must be solid wood or strong metal equipped with an electronic lock and automatic door closure. D.IT Closet (50-100 sq. ft.) Constructed in a manner equal to the Record Storage Room to meet IT security requirements. IT Closet must have sufficient ventilation and air conditioning to the meet VA standards. E.Storage Room for clerical and outreach supplies (150 sq. ft.) F.Bathrooms for clients and staff if not included in common areas of the building. Bathrooms must he handicap accessible Bathrooms must have a baby changing area The building will be insured by the lessor for full loss. The facility should meet all ADA requirements: Handicap parking spaces (minimum of 4) Handicap access ramp with appropriate hand rails Handicap bathroom Automatic Door Opener for wheelchair bound clients 4.DELINEATED AREA AND SPECIAL REQUIREMENTS: The delineated area in Attachment A maintains the preferred location within Baton Rouge city limits. 5. LEASE TERM (SEP 2000) The lease term is for five (5) years and five (5) option periods of 12 months in duration each. DVA may terminate this lease after the firm term on 60 days written notice to the Lessor. All the terms and conditions contained herein shall prevail throughout the term of the lease. 6. OFFER DUE DATE (AUG 2008) Offers are due by 06-03-2011 and shall remain open until. 7. ESTIMATED OCCUPANCY DATE: November 1, 2011 8.NUMBER OF PARKING SPACES NEEDED: 24 parking spaces including 4 wheelchair spaces. 9.DELINEATED AREA AND SPECIAL REQUIREMENTS: The delineated area in Attachment A maintains the preferred location within Baton Rouge city limits. Proposed Boundaries: North: North Boulevard to Airline Highway East:Airline Highway to Siegen Lane South:Perkins Road West:Standford Avenue Justification:These proposed boundaries include the major intersection of Interstate 10 and 12 and about 1 mile off of each of these major highways. This area will include some major commercial properties and developments and permit quick travel to and from the Baton Rouge Outpatient Clinic on Essen Park Lane.
