Description
The Naval Air Systems Command (NAVAIR) plans to issue a delivery order under existing Basic Ordering Agreement (BOA) number N00019-11-G-0010 to Simmonds Precision Product (Goodrich), Inc. (doing business as Goodrich Fuel & Utilities Systems) to provide the contractor support to transition the Integrated Maintenance Diagnostics/Health and Usage Monitoring System (IMD HUMS) into a format that will enable the manufacturer and maintainers to incorporate all necessary technical information required. This requirement will be procured in accordance with the statutory authority permitting other than Full and Open Competition under 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy the agency's requirements. Goodrich is the sole source that possesses the engineering data, technical skills and requisite knowledge of the design, fabrication, performance, operation, maintenance and support characteristics necessary to provide the IMD HUMS kits. This notice is for information purposes only. Steven Blovin (802) 877-4334 is the point of contact at Goodrich for any subcontracting opportunities. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
